Resilience of the Energy Sector is reserved and therefore the responsibility of the UK Government. Following the severe disruption caused by recent storms across Scotland the Scottish Government has fed in to independent reviews undertaken by BEIS and Ofgem.

Draft National Planning Framework 4 (NPF4) is clear that new, and alterations to existing buildings, infrastructure and spaces should be designed to be adaptable to future impacts of climate change. The draft acknowledges risks from climate change including those from extreme weather. Furthermore it supports in principle development proposals for enabling works for transmission and distribution infrastructure and energy storage including battery storage.

The draft NPF4 is currently subject to Scottish Parliamentary scrutiny, alongside a public consultation, prior to a finalised version being presented for Scottish Parliament approval. We are working towards laying a final version of NPF4 in the Parliament for approval this summer, following which it will be adopted by the Scottish Ministers.

The data the Scottish Government receives from Police Scotland is a general count of the number of crimes and offences recorded by the police, split by local authority. We do not receive further details on the characteristics of these cases and so are unable to provide a further breakdown for the offences recorded under Sections 1 and 2 of the Computer Misuse Act 1990 (which relate to unauthorised access to computers, with the intent to commit or facilitate the commissioning of further offences). In terms of Section 3 of the Computer Misuse Act 1990, police records for all cases in 2020-21 were manually reviewed as part of producing a new chapter on the estimated volume of recorded cyber-crime in Scotland (included within the 2020-21 recorded crime National Statistics). Section 3 relates to unauthorised acts which impair the operation of computers, including preventing or hindering access to programs, data etc. At the time these cases were reviewed, a majority of them did not have a confirmed country of origin for the perpetrator. For those that did, none of them originated from Russia.

Recruitment and retention of voluntary and retained on-call firefighters is an operational matter for the Scottish Fire and Rescue Service.

The Scottish Government is not a signatory to Openreach’s Fibre Community Partnership programme. The Fibre Community Partnership is a commercial offering, and has no direct link to the £384 million R100 North contract. As a registered supplier for the R100 Scottish Broadband Voucher Scheme, Openreach could choose to use the programme to deliver a solution for a community through aggregation of vouchers. However, I understand that they have currently paused registrations for the programme as a result of high demand.

Emissions for incineration with energy recovery are not separately reported in Scottish Greenhouse Gas Statistics: 1990 – 2019 . These emissions are included under “Power stations” in the Greenhouse Gas Dataset, which is published as part of the statistics.

Following a meeting of the Food Sector Resilience Group, a short-life Food Security and Supply Taskforce is being established by the Scottish Government jointly with key food and drink industry leaders.

The taskforce will monitor, identify and respond to any potential disruption to the food and drink supply chain resulting from the impact of the war in Ukraine. It will also seek to recommend any short, medium and longer term actions that can be taken to mitigate impacts, resolve supply issues and strengthen food security and supply in Scotland. This will include actions to be taken by business and Government.

The taskforce will draw on technical and scientific knowledge and expertise from across a range of sectors, agencies and organisations. It will also consider any future structures and policy measures needed to monitor, address and strengthen food security and supply in Scotland.

Crucially, the Taskforce will support the Scottish Government’s continued commitment to use all powers it has available to support people in Ukraine.

Membership will be drawn from relevant sector organisations and the Food Security and Supply Taskforce will be co-chaired by myself and Chief Executive of Scotland Food and Drink, James Withers. It is intended for the Taskforce to meet frequently in the coming weeks.

The governance body of a Green Freeport, which will need to be approved by the Scottish and UK Governments, will be required to maintain a record of all businesses operating, or applying to operate, within the tax site. That record must be kept up-to-date, contain information about the beneficial owner of the business, and be readily accessible to law enforcement agencies, including HMRC and the National Crime Agency. Law enforcement will use this information to carry out checks on the businesses and their beneficial owners before businesses are authorised to operate within the tax site.

Prior to the Scottish Government taking control of the yard leading to Nationalisation, it was not possible to undertake a detailed analysis of the work required to complete the vessels. The detailed design and planning was the responsibility of the former owners of the yard.

It was only once the yard was in Scottish Government control that the full information was available and the full extent of issues with the design and approval of the ship become known. On 18 December 2019, the Turnaround Director submitted a report on the conditions of the two ferries, together with a revised programme and cost to complete the vessels. The CEO of Ferguson Marine is preparing an update, for the Net Zero, Energy and Transport Committee, on the delivery timetable and budget for vessels 801 and 802 which will be submitted before the end of March 2022.

The Northern Isles Ferry Services contract awarded in June 2020 was reviewed before contract initiation to ensure lifeline ferry services were supported throughout the Covid pandemic.
