The Scottish Landlord Registration provides data on the number of private landlord registrations, for example in relation to the number of new applications, renewals made and the number of properties these relate to, on a monthly basis.

Official statistics on the sector from the Scottish Household Survey, are released as soon as they are available. In recent years, national results from the Scottish Household Survey have been published around September following the survey year, although Covid-19 has impacted on this survey, with 2020 results published in January 2022 and 2021 results scheduled for publication in December 2022.

The Scottish Land Commission recently provided advice to the Scottish Government following the conclusion of their review of land and property taxation. It is only right that we take some time to consider the Land Commission’s recommendations in detail, and the Cabinet Secretary for Finance and Economy, along with the Minister for Finance, Planning and Community Wealth, will look closely at them as part of our wider approach to tax policy. While there are no immediate plans to introduce any new national taxes, the Scottish Government continue to review any evidence and assess this as part of our wider approach to tax policy.

The Scottish Government has continued to engage with representatives from retailers who sell drinks online throughout both the development of the policy for Scotland’s Deposit Return Scheme (DRS), and into the implementation phase that is presently underway. In addition, the Scottish Government and SEPA jointly held a workshop for retailers on 17 February 2022 to discuss takeback for containers sold online.

The Scottish Government does not hold this information. Homes2Fit is an accessible housing register set up and run by Glasgow Centre for Inclusive Living (GCIL). The Scottish Government has not collected feedback or carried out an evaluation of Homes2Fit accessible housing register.

For ease of reference, the most recent estimate for whole time equivalent of GPs can be found in the General Practice Workforce Survey 2019 which estimated that there were 3,613 GP whole time equivalents (WTE) in Scotland in 2019. The GP (excluding Specialist Trainees) WTE increased from an estimated 3,520 in 2017 to an estimated 3,613 in 2019, based on 8 sessions per week being one WTE. These are the most recent available published data for GP whole time equivalent due to impacts of the pandemic on surveys.

In our helpful discussion at the Health, Social Care and Sport Committee on 29 March 2022, I undertook to look further at options for attaining and publishing whole-time equivalent data. I can confirm that I have now commissioned NHS National Services Scotland (NSS) to run this important survey afresh, and the General Practice Workforce Survey 2022 issued to practices in week commencing 30 May 2022. Further, I can confirm the Scottish Government is making arrangements for this survey to take place on an annual basis in future.

I agree that updated data are essential in understanding capacity in general practice, and I expect a full report on t T his year’s data to be published in the Autumn. I will be pleased to write to the Committee Convenor with that report when it is available.

The Scottish Perinatal Network has been tasked with examining the adoption of PlGF testing in light of the draft NICE guidance published for consultation in March this year. Project information and associated documents are publicly available on the NICE website ( Project documents | PLGF-based testing to help diagnose suspected preterm pre-eclampsia (update of DG23) | Guidance | NICE ) and we expect the finalised guidance to be published on 27 July 2022.

As part of its initial work, the Network is engaging with the clinical and scientific community to understand how the additional two tests included in the draft guidance work in practice. This work is underway and I have asked my officials to continue working with the Network to explore how we can best implement PlGF testing in Scotland.

Data on the number of people under the age of 65 receiving Free Personal Care and expenditure on personal care by local authorities is collected through the Scottish Government Quarterly Monitoring Return . The data is quality assured and sent back to local authorities for additional validation prior to publication.

Information on the number of people aged 65+ receiving Free Personal Care has been collected since 2002; however, in 2019-20 the Quarterly Monitoring Return was extended to cover people aged 18 – 64 following the implementation of Frank’s Law. Information on the expenditure on personal care delivered at home was also requested and the frequency of collection was changed from annually to quarterly.

We will review this collection now that the expanded data has been collected for multiple years. This will involve working with local authorities to determine what is possible to collect; how to improve the consistency and quality of information; whether the resource burden of completing the collection is proportionate; whether alternative sources are available and would be more appropriate; and to assess ongoing data requirements.

The data for 2021-22 is currently out for collection and is due to be returned at the end of June. Therefore, the review work will take place later in 2022, following quality assurance of the 2021-22 data.

Scotland’s natural environment will be critical in our action to tackle climate change and ecological breakdown. We are fortunate to have such potential to sequester carbon and support biodiversity in our natural environment. The public purse cannot fund this action alone - we will need private investment to help realise this potential. It is, however, vital that this investment is responsible, high-integrity and values led where the benefits are shared with local communities.

We already have a suite of measures in place to mitigate the impacts of this rapidly evolving market. We recently published our “Interim Principles for Responsible Investment in Natural Capital”, which set out the Government’s expectations of those who wish to invest in our land. These include delivering community benefit, engaging communities and supporting the creation of more diverse patterns of land ownership. The principles also state that investment in offsetting should not be a replacement for emissions reductions, and should always be made in addition to having plans and demonstrable actions in place to reduce emissions as close to zero as possible, and as part of targets and transition plans aligned with the Paris Agreement.

The Interim Principles sit alongside our ongoing pursuit of Land Reform in Scotland. Existing provisions under previous land reform acts have created a range of community rights to buy, some of which are compulsory. These provide the opportunity for communities across the whole of Scotland to buy land or assets to support their aspirations. Over 940,000 people across Scotland already live in communities where assets have been acquired over the last five years with funding from the Scottish Land Fund. Both the Programme for Government 2021-22 and the Bute House agreement commit to doubling the Scottish Land Fund (SLF) to £20m to further support community ownership.

We are also developing proposals for a new ambitious land reform bill, which will build on our land reform measures to date and will further tackle Scotland’s historically iniquitous patterns of land ownership - including by tackling problematic scale and concentration of ownership. In addition, the Scottish Land Commission is consulting on a new protocol on responsible natural capital and carbon management.

The Scottish Government welcomes the publication of Birthright’s report - Systemic Racism, not Broken Bodies , published on 23 May 2022 - and we are considering its findings carefully, alongside the actions and recommendations from all audit reports and the MBRRACE-UK confidential enquiries. Our expectation remains clear: that mothers and babies receive high-quality, person-centred maternity care, tailored to their needs, with quality and safety central to decision-making.

We are participating in the Royal College of Obstetricians and Gynaecologists’ Race Equality Taskforce . The Scottish Government’s Senior Medical Officer for Maternity and Women’s Health is a member of the Taskforce, which will make recommendations for actions in maternity services to tackle the inequity in outcomes for pregnant women and babies from minority ethnic communities.
