Through the Thrombectomy Advisory Group (TAG), work is currently underway to establish the optimal approach to increasing the out-of-hours availability of thrombectomies, the resources required to do so and the appropriate timescales for safely increasing access.

The Scottish Government continues to work with stakeholders to better understand what resources will be required for the development of a high quality and clinically safe thrombectomy service.

While employment law remains reserved to the UK Government, we will use our Fair Work policy to promote fairer work practices across the labour market in Scotland, including within the renewable energy sector.

We have concluded a public consultation on the action needed for Scotland to become a leading Fair Work nation by 2025. We will publish a refreshed Fair Work Action Plan this year, incorporating the views from our public consultation, and focusing on minority ethnic and disabled people’s employment and the gender pay gap.

Fair Work is a key driver for achieving sustainable and inclusive economic growth and a wellbeing economy. Through our flagship Fair Work First policy we are using the Scottish Government’s financial powers to drive fair work practices and achieve our ambition for Scotland to be a leading Fair Work Nation by 2025.

Through the landmark Bute House Agreement, we will strengthen Fair Work conditionality. We will introduce a requirement on public sector grants recipients to pay at least the real Living Wage to all employees and to provide appropriate channels for effective workers’ voice, such as trade union recognition, subject to limits on devolved competence.

In the National Strategy for Economic Transformation we have also committed to work with employers and trade unions in sectors where low pay and precarious work can be most prevalent to deliver sectoral Fair Work agreements, that deliver payment of the real living wage, better security of work, and wider "Fair Work First" standards.

Under the Clyde and Hebrides Ferry Service contract, performance deductions can be applied by in certain circumstances.

The level of performance deductions by Contract Year incurred by CalMac Ferries Ltd is detailed below:

Trade unions are key partners in delivering our economic and social aspirations. We will continue to promote strong trade unions and collective bargaining arrangements in all sectors, including the renewable energy sector. We have made a clear commitment to promote collective bargaining through the inclusion of an employee voice indicator, measured by collective bargaining coverage, within the National Performance Framework.

We also work closely with Scottish Renewables, the trade body for Scotland’s renewable energy industry.

Scottish Renewables played an active role in the development of the Climate Emergency Skills Action Plan (CESAP) which explores issues such as skills development and staff retention in many industries including Energy. Through CESAP’s Implementation Steering Group we engage with both employers and their workforce as they move through the just transition to net zero. We will continue to engage with partners to deliver the Climate Emergency Skills Action Plan (CESAP) and will move forward with improvements to the Green Jobs Workforce Academy.

Through the ‘Pitch In’ project, KIMO International and the NGO Fidra , have developed a community toolkit and best practice guidance to reduce the source of microplastic pollution. This includes information on reducing this source of microplastic pollution. Marine Scotland is working with stakeholders to support the implementation of this guidance in Scotland.

The Scottish Government is also taking action on the issue of microplastics pollution from plastic pellets, powders and flakes. We have supported the plastic industry’s voluntary ‘Operation Clean Sweep’ initiative which gives guidance for best handling practice, and are currently working with the industry to develop an auditable full supply-chain certification approach to reduce plastic loss from all businesses handling this material.

We estimate that a fully functioning 24/7, Scotland-wide thrombectomy service could deliver around 800 thrombectomies per year.

As the thrombectomy service develops we will continue to work closely with NHS colleagues and stakeholders to consider how to improve the service to ensure that safe and high quality interventions are provided to patients.

Under current arrangements, applications to sponsor or host under the Homes for Ukraine scheme are made to the UK Government, and processed by the Department for Levelling Up, Housing and Communities and Home Office.

The UK Government published data relating to the Homes for Ukraine scheme, but has not published data on numbers of available hosts or sponsors. The Scottish Government will be releasing data on matching progress for super sponsor visa holders in the coming weeks.

The Scottish Government does not collect information on enquiries relating to the Home Owners Support Fund (HOSF). The Mortgage to Rent (MTR) and Mortgage to Shared Equity (MTSE) schemes are delivered as part of the HOSF programme. Each application is assessed on a case by case basis to determine which scheme best meets the applicant’s needs. During the last six years there have been no cases eligible for MTSE, due to the circumstances of applicants not meeting the eligibility criteria, in particular applicants with complex debts.

The following table shows the number of applications received during each of the last six years, the number of applications successfully completed and the number of cases closed due to ineligibility. Mortgage to Rent is a voluntary scheme and participation from applicants, lenders, trustees and social landlords is required for a case to succeed.

The Scottish Government does not collect data in relation to the turnaround of unsuccessful applications. The following table shows the average processing time in months for successful applications during each of the last six years.

Pay and performance is a matter for CalMac Ferries Limited (CFL). Scottish Ministers have no role to play in any pay negotiations. The information on performance payments to senior staff is reported and available in the David MacBrayne Limited accounts.
