Our NPF4 Delivery Programme, the first iteration of which was published by the Scottish Government in November 2022, is an important tool that sets out the approach for implementing NPF4, including delivery mechanisms, governance and funding. The Delivery Programme identifies a range of priority actions, delivery partners and anticipated timescales.

The Scottish Government is aware of the points raised by the Church of Scotland (hereinafter ‘CoS’) and has been in regular and ongoing contact with CoS on these matters.

Officials met with representatives including the Church of Scotland in August last year, and I subsequently met with them in September. I did this to hear directly from CoS and others about their concerns and proposed solutions. Letters were sent to the Church of Scotland on 1 November 2022, 2 December 2022 and 17 January 2023 and, most recently, I wrote to CoS on 16 February.

The RCI was introduced on 1 April 2022, with unanimous cross-party support. Key stakeholders, including religious bodies, were involved in developing these regulations. Officials have thoroughly reviewed all of the options available to address the issues raised by the Church of Scotland, which arise primarily due to the large amount of property they own.

The Scottish Government introduced legislation to the Scottish Parliament on 23 January 2023 with the intention (subject to Parliamentary approval) of extending the transitional period by 12 months before offence provisions take effect. This decision was taken in response to the concerns raised by the Church of Scotland and others, fully understanding the current challenges in which all organisations including the charitable, third sector and faith and belief community are operating, owing to Brexit, Covid, and inflationary pressures. Should the Parliament approve the draft proposals, those in scope will have a further 12 months to comply with the requirements, in addition to the initial 12 month transitional period.

Stakeholders are encouraged to engage with the process as early as possible, and give themselves plenty of time to register. The Scottish Government and Registers of Scotland are working together to continue raising awareness and help support stakeholders through the process. This will include a programme of additional awareness raising and reviewing the existing guidance.

The Scottish Government has offered the Church of Scotland the option of another meeting with Registers of Scotland and Scottish Government officials should they wish, to discuss how they can be supported to achieve compliance.

Ensuring the safety and supporting the wellbeing of those fleeing the illegal war in Ukraine is central to our Scottish response. Even before arrival in Scotland, our National Services Scotland engage with applicants to identify and triage people ensuring those with pre-existing or identified health needs are supported on arrival. In addition all people receive information which signposts mental health support and trauma informed care services when they arrive.

We are working closely with our partners including Heads of Psychology Scotland, NHS Scotland, COSLA, local authorities, the Scottish Refugee Council and others, to further develop our wellbeing packs for displaced people from Ukraine. These online packs include specific psychological wellbeing information for services supporting Ukrainian families, host families, and professionals: Ukraine Refugee Psychological Wellbeing Pack: Guidance for services - www.gov.scot/publications/ukraine-psychological-wellbeing-advice-pack-guidance-ukrainian-arrivals/ . 

Last year, the Scottish Government amended legislation so there will be no charge for NHS Scotland services for people who have fled Ukraine, including mental health services. 

The SFC’s teaching funding allocation to the Highlands and Islands (H&I) incorporates enhanced funding in recognition of the additional costs associated with delivery in such areas. This amounts to approximately 50% more funding than that provided for city colleges.  

The SFC also currently allocates £8 million annually to colleges across Scotland to specifically reflect the additional costs associated with rurality. The H&I Region receives over two-thirds of this funding (£5.4 million).

The Scottish Government does not hold complete information on the expenditure of public money on town centre regeneration in local areas. Local authorities are responsible for delivering local economic development and local regeneration in their areas and public money from the wider public sector will contribute to regeneration of town centres.

While noting that many wider public sector budgets and funds contribute to town centre regeneration, the Scottish Government has provided targeted funding to support regeneration, including in town centres. This includes support available through the:

• Place Based Investment Programme (PBIP) which includes the Regeneration Capital Grant Fund (RCGF).
• Town Centre Fund (TCF).
• Vacant and Derelict Land Investment Programme (VDLIP); and
• Vacant and Derelict Land Fund (VDLF).

The findings presented in this report do not fully address the question of independence in Scotland. The modelling undertaken makes a range of simplifying assumptions and does not account for the many economic opportunities that would be available to an independent Scotland.

The Scottish Government’s comprehensive paper “A stronger economy with independence”, outlines the case for independence as essential to building a more stable, sustainable economy with fairness and human wellbeing at its heart. Independence will allow Scotland to re-join the EU, give Scotland the full range of economic and other policy levers to take decisions based on our own needs, allowing us to replicate the success of independent European countries comparable to Scotland that are wealthier and fairer than the UK.

National Planning Framework 4 (NPF4) signals a turning point for planning, placing climate and nature at the centre of our planning system and making clear that significant weight is to be given to the global climate and nature crises when considering all development proposals. NPF4 policy 11 (energy) supports all forms of renewable, low-carbon and zero emission technologies, including repowering, expanding, and extending the life of existing wind farms. Where proposals meet relevant thresholds, they will also be considered ‘National Developments’ meaning the need is established in principle, and does not need to be assessed again at the consenting stage.

The published budget for 2022-23 was £53.3 million. ILF Scotland’s Grant-in-Aid allocation for 2022-23 was £52.72 million. Of this, £48.45 million was allocated to the Independent Living Fund and £4.27 million for the Transition Fund which was launched in December 2017. Funds are provided in response to need and therefore there can be a difference between published budget and final spending.

The Scottish Government has provided funding of over £520,000, over the past four years, to support the establishment of an FASD Hub in Scotland with the aim of providing support, training and advice to families, carers and professionals supporting children affected by FASD. This is the first national FASD Hub of its kind within the UK.  

There are no current studies on the prevalence of fetal alcohol spectrum disorder (FASD) in Scotland. We have provided funding of over £1 million, over the past four years, to the FAAST team at Edinburgh University to support research, evidence and training for professionals, including diagnostic training. As well as improving supports, this work may have contributed to an increase in the reported number of people with FASD who were not previously known to services.
