In April 2022 increased planning fees came into effect providing much needed additional resource to Planning Authorities. Whilst the use of this additional resource is a matter for individual authorities, some authorities have reported that the fee increase has allowed them to retain or recruit new members of staff.

We are committed to continuing to work with Heads of Planning Scotland, the Royal Town Planning Institute and other stakeholders on training and skills. The Future Planners Project, commissioned by the Scottish Government, was carried out between January – April 2022. The project focused on exploring the options available to support the growth of entrants into the planning profession in Scotland. We are currently working with the Royal Town Planning Institute and Heads of Planning Scotland to implement the recommendations of the report.

The then Cabinet Secretary for Social Justice, Housing and Local Government wrote to the Convener of the Local Government, Housing and Planning Committee on 27 March 2023 stating that we had not, as yet, reached an agreement with Homes for Scotland and developers on the Scottish Safer Buildings Accord.

Discussions have been positive, and significantly, developers have accepted the principle of developer responsibility. However, developers want to apply a single approach to Building Standards across the UK even when remediating buildings in Scotland. We remain committed to seeking to secure an agreement and thereafter agreeing the legally binding contract to help safeguard residents and I would urge developers to reconsider their position. Developers must adhere to Scots law when operating in Scotland. This is not an issue on which we can compromise.

The Scottish Fiscal Commission’s Fiscal Sustainability Report sets out that the projection of lower GDP growth in Scotland than the UK is primarily due to demographic change, with Scotland’s population aged 16-64 projected to fall by 16 per cent over the next 50 years, compared to a fall of 2 per cent for the UK.

This presents a risk to Scotland’s long term economic competitiveness and while the challenges of an ageing population are not unique to Scotland, Scotland lacks the full range of powers to deal with these in the way that other countries can, in particular with the UK Government’s current immigration system failing to meet the needs of Scotland’s communities in addressing both labour market and demographic challenges. In the short term, the Scottish Government is using the powers it has to address Scotland’s population challenges and in 2023 the Ministerial Population Taskforce will launch a new Talent Attraction and Migration Service for Scotland, and an Addressing Depopulation Action Plan will be published.

Furthermore, the National Strategy for Economic Transformation sets out the action the Scottish Government is taking to deliver a wellbeing economy which will increase productivity and international competitiveness, and deliver fairer, greener prosperity for all Scotland’s people and places.

Ministers meet representatives of civil society organisations from time to time to discuss matters of common interest. Meetings with Amnesty International have been held on a number of occasions since May 2021.

Civil society organisations contribute in other ways to the development and delivery of public policy in Scotland, for example through participation in working groups and advisory boards.

Amnesty International is a member of the steering committee for the Scottish Human Rights Defender Fellowship, which is funded by the Scottish Government and delivered by the University of Dundee in collaboration with Amnesty International and other independent civil society organisations.

There are no current plans to alter the number or structure of NHS Boards. This will be kept under review as we continue to consider how best to reform and renew the NHS, whilst remaining within the long established principle of a public service free at the point of use and need. Our priority remains delivering the NHS Scotland Recovery Plan, and improving services across Scotland.

The 2021 Digital Health and Care strategy aims to make the right information available to all appropriate staff, when and where it is needed. It builds on the existing use of electronic patient record systems used by all Health Boards and GP practices. Our recently publish Data Strategy for Health and Social Care augments this ambition.

Improving the creation and retention of digital records allows for greater sharing of information and reduces the need for multiple paper records to exist across multiple locations. The focus is on allowing medical records to be stored, linked, and shared securely according to the information needed. To achieve this most Health Boards, have a Clinical Portal. This system works across organisational, regional, and national boundaries to provide a timely transfer of information. The key developments to improve the sharing of information within Health Boards is the GPIT Programme, the National Digital Platform, TRAK Care and Clinical Portal.

HEPMA ( Hospital Electronic Prescribing and Medicines Administration ) is a system that can also replace paper prescribing and medication administration systems within hospitals. It has already been successfully implemented in six Health boards across Scotland and all remaining Health Boards all expected to roll it out by the end of 2025.

National Records of Scotland (NRS) are the official producer of statistics relating to deaths, including where the cause was related to COVID-19. The information they hold is restricted to that recorded at death registration and therefore they do not hold sufficient detail to identify where a person had in place a do not resuscitate order.

A one off analysis of COVID-19 deaths by disability was made possible by linking information on death registrations to data on long-term health problems and disabilities from Scotland’s Census 2011. There is no ongoing or planned work to look further at the level of detail outlined in the question.

The last Disability Summit was held in December 2020 to evaluate the impact of A Fairer Scotland for Disabled People: Delivery Plan 2016-2021. Over 100 people attended online and the voices of disabled people with lived and living experience were heard.

The Scottish Government’s current priority is co-designing the Disability Equality strategy with Disabled People’s Organisations. This work has involved analysing research and reports which incorporate the lived and living experience of disabled people in Scotland and agreeing on the priorities for the strategy.

We will engage with disabled people, third sector organisations and delivery partners when the strategy is drafted to gather views and feedback. We expect this to take the form of a fully accessible consultation and engagement activities.

Ofcom’s Connected Nations report for 2022 – published on 15th December – indicates that over 99% of all properties across Scotland can access a reliable broadband connection.

Original plans for the R100 contracts were expected to see over 112,000 properties connected to superfast broadband speeds of 30 Megabits per second (Mbps). However, in August 2022, we announced additional investment of £36 million to extend build to a further 2,637 properties – taking the total expected to receive connections to over 114,000.

As of 28 February 2023, the contracts had delivered 20,277 connections, with the vast majority being full-fibre and gigabit-capable – up to 30 times faster than our original superfast commitment.

Our R100 Scottish Broadband Voucher Scheme (SBVS) also continues to support those not included within contract build or commercial coverage plans. As of 1 April 2023, 3,076 connections have been delivered through the use of vouchers.
