The Scottish Government are in the process of competitively tendering for parts of the Bute House repair schedule and therefore the full cost of the planned repairs has yet to be determined.

The Scottish Government recognises the profound impact the current cost crisis is having across Scotland.

While we have had to make difficult choices to live within budgets, we have also listened to the concerns raised by the wider culture sector across Scotland and the specific challenges Edinburgh festivals continue to face.

As referred to in the answer to question S6W-11081 on 29 September 2022, the Scottish Government will remain in an honest and open dialogue with the festivals organisers in an ongoing assessment of their individual situations to establish how best to assess the impact of issues impacting festivals, offer appropriate support where possible and use what levers we can to mitigate the various issues related to rising costs, while ensuring the protection of the most vulnerable in our society.

As well as our support to the culture sector and Edinburgh festivals during previous years, the Scottish Government have confirmed that fourteen major festivals in Edinburgh and Glasgow will receive a share of this year’s £1.8 million EXPO Fund.

Since the fund was established by the Scottish Government in 2007, the EXPO fund’s aim remains to build innovation across the Edinburgh festivals, support domestic performances and maximise national and international opportunities for the artists contributing to the festivals to find new audiences further afield.

The Scottish Government takes a whole population approach to tackling alcohol-related harms, in line with the World Health Organization’s focus on affordability, availability and attractiveness of alcohol. Our 2018 Alcohol Framework contains 20 actions to tackle alcohol related harm.

We want everyone in Scotland to eat well and have a healthy weight to help reduce the impact of a range of diet-related ill health conditions including liver disease. We continue to implement the wide-ranging actions set out in our 2018 Diet and Healthy Weight Delivery Plan . This includes our commitment to restrict less healthy food promotions and improving the availability of healthier options when eating out as outlined in our Out Of Home Action Plan .

We also continue to support NHS boards to deliver adult, children and young people’s weight management services in line with our Type 2 Diabetes Prevention, Early Detection and Intervention Framework and Public Health Scotland’s National Standards .

Energy retail policy is reserved to the UK Government. However, the Scottish Government is fully aware of the challenges that some consumers with prepayment meters faced when trying to access the Energy Bills Support Scheme vouchers. We would urge anybody in this position to contact Advice Direct Scotland who will be able to help redeem vouchers ahead of the UK Government’s deadline of 30 June 2023.

The Scottish Government is very disappointed that the UK Government did not choose to extend the Energy Bills Support Scheme – a decision which has left many vulnerable households struggling to pay their bills and heat their homes.

The disproportionate impact of high energy prices on fuel poor households across Scotland will be a key focus of my early ministerial engagement with the UK Government

The Scottish Government's Preparing For Sustainable Farming (PSF) initiative is helping farmers and crofters across Scotland transition to more sustainable and regenerative farming, including carbon auditing and soil testing. Between 1 January and 17 April 2023 there were 987 PSF claims received.

Jean-Louis Bourlanges and I had a constructive meeting last year during which we discussed my visit, relations between France and Scotland, and the wider political situation, including Ukraine.

The subject of Scottish independence was not an agenda item in discussions. However, Scottish ministers will always be polite enough during international meetings to answer any questions put to them about the Scottish Government's stated policies, including a legal, constitutionally sound referendum, as set out in our Programme for Government.

The Small Business Bonus Scheme (SBBS) was reformed and eligibility extended in the Scottish Budget 2023-24. In the December 2022 Economic and Fiscal Forecast report, the Scottish Fiscal Commission forecast that this would reduce the cost of SBBS relief by £53 million in 2023-24, with similar annual savings of between £55 million and £60 million in subsequent years over the 5-year forecast period. This policy costing included the impact of a lower rateable value threshold for 100% relief as well other changes such as the introduction of a taper, and the extension of eligibility for properties with a rateable value up to £20,000.

Acknowledging the impact of the revaluation and of changes to SBBS, the Scottish Budget 2023-24 also included a Small Business Transitional Relief which will limit bill increases for properties that received SBBS relief on the 31st of March 2023 for the next three years. This policy is forecast to save ratepayers £40 million in 2023-24, £39 million in 2024-25 and £33 million in 2025-26.

The net savings to the Scottish Government of these measures combined is £13 million in 2023-24, £18m in 2024-25 and £24m in 2025-26.

We are clear that any level of violence is unacceptable but believe that we already have legislation in place to tackle violent crime. By any measure, the overall trend has improved but there are still areas of concern. In 2023-24, in addition to the police budget, we will also be providing our partners with over £2m to support ongoing and innovative violence prevention activity across Scotland. To strengthen our approach, we will publish the first ever national Violence Prevention Framework for Scotland, which will set out our vision, aims and actions to prevent violence and reduce its harms.

In line with the ‘polluter pays’ principle, and just like similar schemes around the world, Scotland’s deposit return scheme is being delivered and funded by industry, led by the scheme administrator, Circularity Scotland. This was the approach agreed and voted for by the Scottish Parliament when it approved the appropriate regulations.

Scotland’s Deposit Return Scheme is not a government scheme, in that it is run by and for industry, and therefore cannot be compared with companies and bodies that do administer government schemes.

Circularity Scotland is a privately owned company and is not under contract to the Scottish Government. It is therefore not a Scottish public authority for the purposes of the of the Freedom of Information (Scotland) Act 2002, and we do not consider there to be any implications for FOI legislation given this legislation applies to public bodies rather than private companies.
