Listed public bodies subject to climate change duties under the Climate Change (Scotland) Act 2009 are required to submit annual reports, including information on corporate carbon emissions and organisational emissions targets. The most recent analysis report was released in May 2022, based on data from reporting year 2020-21.

Emissions from heating, transport and electricity reduced by 5.8% in 2020-21 compared to the previous year, noting that at least part of this annual change will be attributable to the impact of pandemic response measures. Such emissions have decreased by 32.6% since mandatory reporting began for 2015-16.

Public bodies submitted reports for year 2021-22 in November 2022. Work to analyse these reports is underway and the annual summary analysis report is expected by the end of March 2022.

Skills Development Scotland (SDS) provides funding each financial year rather than academic year for Modern Apprenticeships (MAs) on behalf of the Scottish Government. Official statistics published by SDS on 8 November 2022 report there were 12,593 MA starts up to the end of Quarter 2 2022-23 with year-end statistics expected to be published in May 2023. SDS were asked in their Letter of Guidance to deliver at least 25,000 new apprenticeship starts this financial year as part of our commitment to build back up to 30,000 starts.

The New Scots refugee integration strategy is built on partnership and collaboration, led by the Scottish Government, COSLA and the Scottish Refugee Council, and involves a wide range of partners across different sectors.

The strategy provides a clear framework for all those working towards refugee integration in Scotland. It has also assisted in coordinating the work of the Scottish Government and its partner organisations to maximise impact and make the most of limited resources, placing Scotland in a strong position to respond to recent humanitarian crises.

The New Scots Core Group brings together key stakeholders and is responsible for monitoring and reviewing progress against the overarching outcomes of New Scots during the strategy implementation period. The Core Group is chaired by Professor Alison Phipps, UNESCO Chair in Refugee Integration through Languages and the Arts at the University of Glasgow.

The COVID-19 pandemic and work to support people arriving from Afghanistan and Ukraine have impacted delivery of the strategy and meant that it has not been possible to produce the year two and three reports as originally planned. However, the New Scots Core Group continues to meet four times a year to monitor and review progress of the strategy, as well as identifying areas for collaboration.

The New Scots Refugee Integration Delivery Project includes a workstream on research and evaluation. This entails working with our partners and external evaluators to carry out project monitoring, research work and an evaluation of the strategy. An evaluation report of the current strategy is due to be published in Spring 2023.

From 2017-22, the Scottish Government had one civil servant working on the New Scots refugee integration strategy, although the post was redeployed to support the Covid-19 response in 2020-2021. An additional civil servant has supported work on the strategy since May 2022. Other civil servants have worked in support of the New Scots strategy across a range of policy areas.

In addition to the permanent civil servants working on the strategy, from January 2021, up to three additional temporary staff have worked to manage the delivery of the New Scots Refugee Integration Delivery Project.

We are still considering the next steps on how to address the responses to our engagement with people affected by historical adoption practices.

In the meantime, we have commissioned a scoping study of the support services available in Scotland for people affected by historical adoption practices. This will help us understand where we need to improve, introduce or enhance the services to better meet the needs and expectations of those affected by historical adoption. The research started on 9 January and will take approximately 8 months.

We have also agreed to fund a proposal to establish specialist peer support groups for those affected, in partnership with Health in Mind The planning and implementation of this support service has already begun and been influenced by a working group of people affected by historical adoption.

The health and wellbeing of children and young people is a top priority for the Scottish Government.

We do not take a prescriptive approach to the education curriculum in Scotland. The curriculum is not statutory and therefore it is for individual schools and local authorities to decide which approaches they use to help them deliver relevant and engaging learning.

The curriculum already provides opportunities for teachers to deliver learning and teaching on bereavement and loss. One of the health and wellbeing “experiences and outcomes” ensures that young people are learning skills and strategies which will support them in challenging times, particularly in relation to change and loss.

In addition, Education Scotland's National Improvement Hub contains resources for schools to support them in delivering learning and teaching on bereavement issues.

I represented the Scottish Government at the Open Government Partnership Europe Regional Meeting, held in Rome in October 2022. The Minister travelled to and from Rome by train.

Scottish Government officials also in attendance were the Head of Open Government and a Private Secretary.

The total cost of attendance at the Open Government Partnership Europe Regional Meeting was £5,332.55.

The mental health and wellbeing of children and young people is a top priority for the Scottish Government. We are committed to improving support for children and young people’s mental health, in order to ensure early intervention and prevention of suicide.

We do not take a prescriptive approach to the education curriculum in Scotland. The curriculum is not statutory and therefore it is for individual schools and local authorities to decide which approaches they use to help them deliver relevant and engaging learning.

Schools are encouraged to develop the curriculum to suit their local context and meet the needs of children and young people, this can include delivering learning on suicide prevention. It is good practice for schools to consult with children and young people and respond to their views appropriately, to ensure this meets the needs of all children and young people in the school or educational setting.

Education Scotland's National Improvement Hub contains resources and learning for school staff to support young people in relation to self-harm and suicide. In addition, in June 2021, we published an online professional learning resource aimed at school staff to support young people’s mental health and wellbeing. The resource includes a section on suicide.

There has been no specific assessment by the Scottish Government of the additional cost of living pressures experienced by residents in Edinburgh. However, in November 2022 the Scottish Government published a report: ‘The Cost of Living Crisis in Scotland: Analytical Report’ which drew together analysis to provide an overview of emerging evidence on the cost of living crisis. Although the report didn’t specifically look at the impact on Edinburgh residents it did identify, at a national level, those low income households who will be most negatively affected by the cost of living crisis.

The Scottish Government is continuing to monitor the cost of living crisis closely and has announced a number of measures to support households, including residents in Edinburgh. This includes introducing emergency legislation to put in place a rent freeze, increasing the Scottish Child Payment (SCP) and doubling both the Fuel Insecurity Fund and the December 2022 SCP Bridging Payment.

Alcohol duty is reserved to the UK Government. The Scottish Government would strongly recommend that the UK Government considers public health as part of any review to alcohol duty.

We have made no assessment of the impact of the six-month freeze on alcohol duty on alcohol harm in Scotland. We remain committed to reducing alcohol related harms, in line with the World Health Organization’s focus on affordability, availability and attractiveness of alcohol.
