The Scottish Government is committed to providing accessible CAMHS services for children and young people who are deaf.

The CAMHS National Service Specification states that all children and families should receive support and services that are accessible and meet their needs. It is essential that the Scottish Government and CAMHS services engage with the deaf community and representative organisations to ensure we understand how services could better meet their needs.

As part of the Children and Young People’s Mental Health and Wellbeing Joint Delivery Board, the Scottish Government engaged with stakeholders including the National Deaf Children’s Society and representatives with lived experience to understand their needs which are being considered in future planning.

We are continuing to provide local authorities with £15 million per annum to fund community-based mental health supports for children and young people, including targeted provision for those in at-risk groups and a systematic focus on those with protected characteristics.

Kingdom Survivors Abuse Project (KASP) currently receives £40,152 per annum, over four years (2020-2024), through the Scottish Government’s Survivors of Childhood Abuse Support (SOCAS) Fund for their voluntary befriending service.

Objectives were set for KASP at the start of the Fund and have remained the same. They are expected to support 20 survivors a year with a view to improving wellbeing and resilience for survivors and ensuring survivors have access to quality, appropriate and timely services across Scotland.

The Scottish Government published Quality Standards for Paediatric Audiology Services (2009) and Quality Standards for Adult Hearing Rehabilitation Services (2009) which both state that patients (and their families in the case of children) should be given a copy of their ‘Individual Management Plan’ following visits to services.

It is for Health Boards to ensure that this takes place in line with the quality standards set out.

The Mental Health (Care and Treatment) (Scotland) Act 2003 provides for rigorous safeguards in respect of individuals’ human rights. Sometimes compulsory treatment needs to be carried out on an emergency basis and consent from a Mental Health Officer (MHO), in addition to authorisation from a medical practitioner, plays an important safeguarding role in these cases.

However, the 2003 Act also recognises that there may be occasions where the urgency of the situation is so great that it would not be practicable for such consultation to take place. In such cases, the practitioner must inform hospital managers who must then inform the Mental Welfare Commission and notify the relevant authority of the reasons why it was impracticable to consult and seek the consent of an MHO.

Whilst we acknowledge that for some of the 60% of cases mentioned the urgency of the case will explain the lack of MHO consent, we also recognise that MHO capacity is a contributing factor. While it is the responsibility of Local Authorities to ensure they have the appropriate levels of MHOs in place, the Scottish Government felt it was necessary to intervene, and since 2019, we have provided additional funding, as well as working with COSLA and other partners to progress a range of actions to improve workforce capacity and MHO training.

In this financial year we have made available an additional £3.71 million to local authorities to build additional MHO capacity. This will help reduce the number of emergency detentions taking place without the additional safeguard of MHO consent.

The Mental Health and Capacity Reform Programme considers how we can update and modernise mental health and capacity legislation to better reflect international human rights standards regarding safeguards. We will continue to work closely with the Mental Welfare Commission on this.

The Scottish Government has a long history of providing support for town centre regeneration and continues to provide a strong policy framework, with clear priorities and actions to help facilitate and deliver change. This includes our world leading Town Centre First Principle, which was first developed in Scotland.

Our regeneration strategy published in 2011 reflects our support for town centres as a central part of community life and as the backbone of Scotland’s economy. We further strengthened our ambitions for town centres through the Town Centre Action Plan in 2013 and re-affirmed our commitment in collaboration with COSLA for the Town Centre Action Plan 2 published in April 2022. TCAP 2 is a call to action and sets out some of the ways in which we can all seek to do our part, locally and nationally.

The Scottish Government supports Scotland’s Towns Partnership (STP) as the ‘go to’ body for town centre advice and support. STP works collaboratively with the Scottish Government, local authorities, and other stakeholder groups on engagement, implementation, and delivery of short and long-term town centre strategies.

Town centre regeneration in Scotland has also been backed by multiple investment programmes. Our Place Based Investment Programme (PBIP) established in 2021/22, backed with over £300m over 5 years makes an important contribution to supporting ambitions for place, community regeneration, town centres and 20-minute neighbourhoods. PBIP is also complemented by the low carbon Vacant and Derelict Land Investment Programme (VDLIP) and Regeneration and Capital Grant Fund (RGCF), now in its tenth year. Information on the RCGF funding awarded is publicly available.

The Scottish Government continues to deliver on its commitment to build the case for an independent Scotland within the EU, through the development of a prospectus to give people the information they need to make an informed choice about their future, and I’m pleased to confirm that today we are publishing Migration to Scotland after independence.

This is the sixth paper in the Building a New Scotland series. It sets out proposals for how an independent Scotland with control of its migration policy could devise a humane, dignified and principled migration system to help grow our population. Through population growth, we can strengthen and grow our economy, address skills shortages within key sectors, deliver positive outcomes for our communities and public services, and enrich Scotland culturally.

I can also confirm that we intend to bring the matters raised in this publication forward for a debate in the Chamber in the coming weeks.

Scottish Government supports the use of digital solutions to overcome barriers to treatment for those impacted by problematic use of alcohol, such as the use of Near Me video appointments and With You’s online wechat service. However, we recognise these must be applied appropriately, with adequate training for staff and ensuring online safety and safeguarding for service users.

The recently published consultation on United Kingdom alcohol treatment guidelines which are expected to come into effect in 2024, highlight the need to consider digital practices and implement them carefully. The consultation will run until 8 December 2023: UK clinical guidelines for alcohol treatment - GOV.UK (www.gov.uk) .

Over the period 2019 to 2021, all UK nations saw an increase in the number of alcohol-specific deaths. The increase for the whole of the UK over this period was 27.4% with the increase for Scotland being 22.1%. The Office for National Statistics (ONS) suggests, on their website, that the impact of restrictions related to COVID-19 may be a factor in the increase in alcohol-specific deaths seen across the UK.

The Scottish Government has a range of alcohol harm prevention and treatment policies and interventions intended to reduce harm. Recent research estimated our world-leading Minimum Unit Pricing (MUP) policy has saved hundreds of lives, and likely averted hundreds of alcohol-attributable hospital admissions each year and is having an effect in our most deprived areas. We are currently consulting on the Scottish Government’s preferred position on MUP which is a continuation of the policy and, in the event of continuation, at a price of 65 pence per unit of alcohol. On support and treatment, in 2022-23, we made £106.8 million available to Alcohol and Drugs Partnerships to support local and national treatment initiatives. We have been involved in a UK-wide group on reviewing and updating clinical guidance for alcohol treatment, which is now out for consultation . We are exploring the evidence around Managed Alcohol Programmes, and we are undertaking a review of the Alcohol Brief Intervention programme to ensure the programme is as impactful as possible in Scotland.

The Early Interventions for Children and Young People working group are currently developing recommendations of what good quality early intervention support services should be available across Scotland for young people with emerging problematic drug and alcohol use.

In Spring 2023, the working group began engaging with young people, using a co-design approach, to gather their views of what good support should look like. These findings, along with existing international evidence of good practice will be used by the working group to develop standards of support for children and young people.

The co-design work will conclude in January 2024.

The working group will then outline the minimum principles of support that is required by local areas to meet the needs of children and young people, providing early intervention support in a way young people want.

Scottish Government has outlined the importance of a person-centred approach to treatment in it’s alcohol and drug treatment strategy, Rights, Respect, Recovery . By developing recovery oriented systems of care and creating services that are trauma informed, the root causes of problematic alcohol and/or drug use can be identified and supported.

We recognise the many drivers behind problematic use of drugs and alcohol, and the importance of working together to address the underlying causes, providing support to those affected to live full and healthy lives.

We are tackling this by ensuring a holistic approach and strengthening links between work on poverty, structural inequality, education, children and young people and work on alcohol and drug policy.
