The Scottish Government is committed to ensuring that all people living with kidney disease are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and put people at the centre of their care.

Psychosocial support is an element of person-centred care and covers the need to consider a wide range of factors that affect a person’s wellbeing. We recognise that primary care is the first and often the main point of contact for many people in their diagnosis and care journey. Our strengthening of Scotland’s primary care workforce through the recruitment of multi-disciplinary teams is making it easier for people to access frontline care local to them. We have now recruited over 3,000 professionals including community nurses and physiotherapists, with increased funding of £170m this year to support further development of multi-disciplinary teams in primary care.

We will continue working to identify how to drive up standards of care in chronic kidney disease care, using data from the Scottish Renal Registry, in order to maximise the care, treatment and quality of life for everyone living with the disease across Scotland.

The Scottish Government recognises the pressure on household budgets which is why both last year and this, we have allocated almost £3bn to support policies which tackle poverty and protect people as far as possible during the ongoing cost of living crisis.

Our commitment to ongoing investment and the support measures implemented are, not specific to, but inclusive of, people with a learning disability as valued citizens of Scotland.

In addition we have launched a dedicated Cost of Living portal, signposting to helpful information across a range of subjects including energy and bills; debt and money; children and families; and health and wellbeing.

The Scottish Government also continue to fund a variety of key stakeholder organisations such as Scottish Commission for People with Learning Disabilities (SCLD), Down’s Syndrome Scotland (DSS) and PAMIS who provide general specialised support and advice for people with learning disabilities and their families and carers across a number of platforms and in a range of accessible formats.

We recognise that the physical impact of living with kidney disease can have a significant impact on a person’s mental health and wellbeing. Living with an incurable, long-term condition can be deeply distressing. The Scottish Government’s new Mental Health and Wellbeing Strategy, due for publication shortly, will set out a long-term vision, and a set of outcomes, for the mental health and wellbeing of the population.

One of the key outcomes for the Strategy is to ensure people with mental health conditions, including those with co-existing physical health conditions, experience improved quality and length of life. In order to achieve this, we will work with partners to develop actions that will see improved provision of services, including talking therapies, and support to people with long-term physical health conditions for their mental health and wellbeing.

In addition to this, the National Education Scotland and Scottish Government developed The Matrix: A Guide for Delivering Evidence-based Psychological Therapies in Scotland to support NHS Boards in planning the range, volume and quality of psychological therapies required to meet Scottish Government commitments. The Matrix is due to be refreshed in 2023 but already includes a section specifically on chronic kidney disease and includes a recommendation for talking therapies for those with moderate to severe mental health problems.

The health and welfare of children waiting for paediatric appointment remains a priority for the Scottish Government.

The Scottish Government does not hold data on blood tests, nor paediatric phlebotomy appointments. This information will lie with NHS Lothian.

We meet regularly with all Health Boards, including NHS Lothian, to discuss any challenges impacting activity and to provide any necessary support. As part of these discussions we have engaged with the Board on this issue. NHS Lothian are working to increase the number and timeliness of appointments available, while any urgent requests are addressed as a priority.

We continue to work closely with all NHS Boards to maximise capacity and reduce the time people are waiting for appointments and treatment. We have already seen a huge effort by our NHS to clear long waiting times, with the number of new outpatients and inpatient/day-cases seen in the quarter to March 2023 at the highest level since the start of the pandemic.

I have met with a range of stakeholders in the energy industry since taking on this ministerial role. As the Scottish Ministerial Code states, information on Ministerial engagements is routinely published online three months in arrears from the end of that month. Therefore, at the time of writing the current list, which provides details of engagements up to the end of February 2023, is up to date. It is anticipated that a list of engagements undertaken in March 2023 will be published shortly, with engagements held in April and May subsequently issued in line with the Ministerial commitment as described above. The Scottish Government recognises the pressure on household budgets which is why we have allocated almost £3bn to support policies which tackle poverty and to protect people as far as possible during the ongoing cost of living crisis. Ministers have committed to publishing an Immediate Priorities Plan to combat the effects the crisis continues to have on disabled people’s lives. A short life working group has been established to ascertain and agree the contents of the Immediate Priorities Plan with a view of publication this summer. The Scottish Government also supports the calls for a social tariff mechanism that would provide a much needed safety net for vulnerable consumers.

The Scottish Government has not suspended the Scottish Capital Investment Manual process.

We continue to support NHS Ayrshire and Arran in the development of the Full Business Case (FBC) for the new National Treatment Centre facility at Carrick Glen and look forward to receiving the case for consideration during 2023.

The Health and Safety Executive (HSE) provides guidance which sets out steps an employer should take to ensure the training their first aiders receive is adequate and appropriate.

The recommendations outlined in Volume 1 of the Manchester Arena Inquiry falls to the UK Government for consideration as this is a reserved matter. The UK Government have published a draft Bill – The Terrorism (Protection of Premises) (previously referred to as Martyn’s law) for pre-legislative scrutiny on 2 nd May, ahead of a full Bill being introduced to UK Parliament in the next UK parliamentary session.

Scottish Government is working closely with the UK Government in the development and progression of this Bill, which aims to enhance public safety at Publicly Accessible Locations and Events across the UK, including Scotland.

The Scottish Government is working with the energy sector to plan for a multi-skilled workforce, one that can benefit from opportunities across the energy system. Our oil and gas workers, and their vital skills, will be essential to the transition. Workers, and trade unions, will be at heart of everything we do.

Scotland’s green jobs revolution is underway and a recent report from the Universities of Strathclyde and Warwick provided an initial estimate that up to 100,000 roles are ‘new and emerging’ green jobs in Scotland. Although the researchers regard this as an upper estimate, it is encouraging to see a strong indication of green jobs in Scotland.

While we do not hold data on job flows from the oil and gas sector to the renewables sector at present, the Office for National Statistics undertakes an annual Low Carbon and Renewable Energy Economy survey. This provides estimates of renewable FTE employment statistics in Scotland.

As the table below shows, there were 28,300 full time equivalent jobs in Scotland in the low carbon and renewable energy sectors in 2021.
