There is a currently a mixed delivery of breakfast provision across Scotland with a range of service providers including public, private and third sector. We have begun work with local authorities and key stakeholders to better understand and map that provision. This mapping work will inform the development of a delivery strategy for breakfast provision designed around the needs of children and families.

Somerville: Officials within the Scottish Government were aware of RAAC as a safety topic in recent years, through general engagement with the construction sector and specific organisations such as the Standing Committee on Structural Safety (SCOSS, now CROSS-UK) who issued their first safety alert on RAAC in May 2019.

The topic has since achieved broader prominence, supported by the creation of a RAAC study group by the Institution of Structural Engineers (IStructE) in June 2021 and publication of IStructE guidance on RAAC assessment in March 2022 and in April 2023.

The most recent Programme for Government (2023-24) sets out the Scottish Government’s intention to introduce the Scottish Languages Bill in this current parliamentary year.

Both Burns Night and St Andrew’s Day are important opportunities in the calendar to promote Scotland’s interests internationally: highlighting Scottish culture and food and drink, presenting opportunities to engage a global audience and opening doors for future trade, investment and collaboration.

The figures requested are presented in the following tables. In the past twelve months, when the majority of covid restrictions were no longer in force, eight offices undertook public activity linked to Burns Night in 2023, and all nine did so at events linked to St Andrew’s Day 2022. The planned Burns programme in Paris this year was not able to proceed due to safety concerns in the city at that time.

All our international offices are preparing St Andrew’s Day events for 2023, as part of a programme promoting Scotland internationally throughout the Winter Festivals season leading up to Burns Night in 2024. Diplomatic, trade and investment and cultural engagement delivered by offices in the international network around both Burns Night and St Andrews Day includes joint working with SDI, the FCDO, and other government and external partners both at home in Scotland and in-country, hosting events or representing Scotland at established events.

Covid restrictions from the spring of 2020 through to early 2022 meant that much in-person activity was suspended, and offices collaborated within the network and with other partners to host or promote virtual and online celebrations instead. Some St Andrew’s Day activity for 2022 in Beijing was postponed due to ongoing restrictions, and took place in March 2023.

(a) Burns Night

The Scottish Government is committed to paying its contractors promptly, and has a commitment to pay all valid invoices within 10 days of receipt, going beyond the contractual responsibility to pay within 30 days. Systems and processes are in place to monitor and maintain performance data against this 10 day prompt payment target for each Director General area within the core Scottish Government and where payment services are provided centrally for relevant agencies.

Since 2014, the Scottish Government has also maintained a top level figure for the percentage of valid invoices paid within 5 days across the whole of the Scottish Government and its agencies, as shown in the table below. However, as systems are calibrated to report on the 10 prompt payment commitment, it is not possible to break this down further into directorate or agency reports.

Roads authorities have existing powers to issue legal directions against any work happening on their network, including to curtail works which overrun without an acceptable reason. These are discretionary powers, and it is for each authority to determine whether it is appropriate to use those powers in each situation.

The planned 2024 review of road works Fixed Penalty Notices (Fines) will see the expansion of the number of issues that Roads Authorities can address, and an increase in the value of the penalty itself. This is in addition to the Road Works Commissioner’s penalty, which was increased from £50,000 to £100,000 in 2022. The Commissioner can issue this penalty where a utility firm consistently fails to co-operate with the roads authority.

Outside of the specific example of road works, for example, in building developments, we have no current plans to enhance those powers but recognising the challenging fiscal environment Councils face, we are committed to developing a Fiscal Framework with Local Government in order to ensure the sustainability of local services.

In December 2021 the Scottish Government wrote to Public Bodies in Scotland to ask that they consider the Office of the United Nations High Commissioner for Human Rights’ (OHCHR) list of companies involved in listed activities in illegal Israeli settlements, as part of their Human Rights Due Diligence processes. We also asked Public Bodies to report any existing relationships with companies on the list.

In June 2022, the then Minister for Business, Trade, Tourism and Enterprise wrote to the companies that had been identified, asking what action they had taken or were planning to take to cease those listed activities. The Minister wrote to those companies again in March 2023 to advise them that we would write to Public Bodies again, following the publication of any revised list.

The Scottish Government’s response to FOI 202200334471 , issued on 9 February 2023, sets out the letters written to the companies in June 2022 and the responses received at that point. The Scottish Government has no plans to publish any further correspondence, pending the publication of a revised list.

We are unaware of any fines issued by the Scottish Government to Scottish Water in the last five years; there are no privately-owned water companies in Scotland.

Additionally, there has been one enforcement undertaking of £53 800 accepted by SEPA in 2021 and a direct penalty of £10,000 to Scottish Road Works Commissioner in 2023.

The Scottish Government have supported local road authorities with £1.4 million in funding to undertake the necessary roads assessments which will determine the number of roads affected and the financial implications of introducing the national strategy for 20mph speed limits. The findings from the road assessments will enable the multi-stakeholder 20mph Task Group to scope the next steps for implementation at their meeting in October.

Targeted testing is in place to support clinical decision making and surveillance. We are working closely with Public Health Scotland, our clinical advisors and the other UK nations to routinely review our position and the clinical advice on COVID-19 in light of new variants. Evidence to date does not support a return to widespread community testing however we will continue to monitor the situation closely.
