The purpose of the Scottish Dental Access Initiative (SDAI) is not for the recruitment of dentists, but to improve access to NHS dental services by encouraging dentists to set up a new practice or extend an existing practice in areas where access to NHS dental services is challenging.

Since 2007, there have been seven dental practices in Dumfries and Galloway that have been provided with SDAI grants.

I fully recognise that young people continue to be impacted by the disruption arising from COVID-19. The package of support in place has rightly evolved to reflect the latest circumstances, with decisions being matched to the assessment approaches taken each year.

SQA took a sensitive, evidence-based approach to grading for the 2023 results and continued the existing modifications to National Courses from 2022 – as part of the transition back to pre-pandemic standards - informed by evaluation of the assessment arrangements in places in 2022 and feedback from the National Qualifications 2023 Group, which includes representatives of teachers, parents and learners. SQA will also be undertaking an evaluation of their 2023 assessment arrangements to inform decisions going forward.

The Scottish Government and Education Scotland published the Equity Audit in January 2021 which involved an evidence review of local, national and international literature, along with a representative sample of 54 schools in Scotland. This helped our understanding of the impact that COVID-19 and school building closures had on children from disadvantaged backgrounds, and set clear areas of focus for accelerating recovery, including the refresh of the Scottish Attainment Challenge programme.

In addition, Officials have begun research and stakeholder engagement work to ensure that the Scottish Government fully understands the impact of COVID-19 in schools and continues to support ongoing education recovery. This follows on from the actions and next steps publication in October 2021.

The Scottish Government is committed to doing everything in its power to reduce smoking prevalence in Scotland, lowering smoking rates in our communities to 5% or less by 2034.

We are taking part in a UK-wide consultation on creating a smoke-free generation and tackling youth vaping, which includes the proposal on raising the age of sale for tobacco products by one year each year for those born on or after 1 January 2009.

Any decision to allow members of the Government a free vote would be a decision taken by Cabinet collectively, following analysis of the consultation responses and once a decision on next steps is taken.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

There have been no drones detected at HMP & YOI Grampian in each of the last three years.

The Scottish Prison Service recognises the negative impact of drones being used to introduce illicit items (including drugs and weapons) into the prison estate and are currently considering a technological solution to support the identification of drones within SPS airspace.

The Scottish Government did not provide any funding directly to Avenue Confidential in 2022.

Relationships Scotland operate a network of 21 Member Services across Scotland, including Avenue Confidential (known as Avenue).

In 2022, the Scottish Government provided Relationships Scotland with core funding via the Children, Young People and Families Early Intervention and Adult Learning & Empowering Communities third sector fund; and grant funding to provide child contact services.

The Scottish Government is unable to provide a detailed explanation of the selection process. As a Parliamentary Commissioner, the selection of the Patient Safety Commissioner for Scotland will be a matter for the Scottish Parliament.

Part 2 of Schedule 1 of the Bill states that the Commissioner will be “appointed by His Majesty on recommendation of the Scottish Parliament”. This process is covered by Rule 3.11 of the Parliament’s Standing Orders. Selection will be carried out by a “selection panel” comprising the Presiding Officer, the convener of the relevant Committee and between 4 and 7 other cross-party MSPs selected by the Presiding Officer. Any member of the selection panel may propose that Parliament nominates the person recommended by the panel.

The Scottish Government continues to work closely with categorised responders, who are responsible under the Civil Contingencies Act 2004 for assessing the risk of an emergency occurring, maintaining plans to ensure they can continue to perform their functions in case of an emergency, and considering whether an assessment makes it necessary or expedient to add or modify plans. Scottish Government are not however responsible for, or the owners of, any of these plans.

In relation to door-to-door welfare checks specifically, our follow-up report on Storm Arwen in October 2022 confirmed that “The capability to deliver this type of large-scale response relies on a number of the issues, for example swift activation of resilience arrangements, the ability to quickly assess the impact on the ground, strong mutual aid arrangements and links to community and voluntary groups, and agile public communications plans. Resilience partnerships are however also aware that deploying a large number of people to travel on foot to carry out door-to-door checks could itself create a risk for those involved, for example if the weather conditions remain challenging. As such, these checks should always be considered as part of a range of ‘care for people’ considerations and measures which are rolled out in response to any major incident, which might also for example include the provision of rest centres.”

The Scottish Government is also supporting partners in the development of the Persons at Risk Distribution (PARD) resource which enables the swift identification of, and support to, those most at risk during an incident.
