Rural Affairs, Islands and Natural Environment Committee

Fisheries and Aquaculture

Meeting date: 15 September 2021

Rachael Hamilton

NatureScot’s website states that the Scottish marine environmental enhancement fund will be launched imminently. Do the witnesses from NatureScot have a date for that? Can you outline where that money is coming from, how the fund will operate and whether funding will be conditional in the way that funds in the programme for government are?

I will open up the discussion to the rest of the panel. Might future funding gaps appear as we move towards a just transition? How will the fishing and aquaculture industries play a part in shaping the fund?

Can I open the question up to the rest of the witnesses, please?

You will be aware that the British Association for Shooting and Conservation, with the support of rural workers, is calling for the formation of a task group to consider the findings of Scottish Government research in that area. Why is that not in the programme for government? Is the Government considering progressing the issue?

I do not know about other committee members, but it might be helpful if, at a later stage, we heard about why that legislation would fall into another portfolio, particularly when it is about control of a pest to protect livestock, which is under your remit. However, I will move on.

Is there a plan to update Forestry and Land Scotland’s powers for controlling the deer population and in relation to the welfare of pregnant female hinds as we move to planting more trees across Scotland?

How soon can we expect grouse licensing and the modernisation of the Deer (Scotland) Act 1996? Who will be responsible for progressing that? Which committee will scrutinise the licensing aspects?

Have you any indication as to when you will know what you are responsible for?

You commissioned research on the abuse of Scottish gamekeepers. I am wondering why that is not included in the programme for government and whether you have any intention to progress the issue on behalf of rural workers.

The programme for government says:

“A preliminary package of measures to reduce greenhouse gas emissions from agriculture will be developed by COP26.”

That is a very tight timeframe. I also note that gene editing is not mentioned in the programme for government. I would have thought that, by going for close alignment with the European Union, you would be almost shutting the door on innovation with regard to reducing emissions. Do you have plans in that regard that you can share with the committee?

Can the cabinet secretary give us a bit more information about what the programme for government means when it says that the Scottish Government will

“Review the wider species licensing system”?
