The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of MSPs and committees will automatically update to show only the MSPs and committees which were current during that session. For example, if you select Session 1 you will be show a list of MSPs and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of MSPs and committees will update to show the information that was current at that time.

If none of the other police witnesses want to add to that, I will hand back to the convener.

I turn to the backlog of cases. Are you confident that we will ever reach pre-pandemic levels?

On the issue of sexual offences, I notice that, in his introduction to the corporate plan in April 2023, the Lord Justice General made the point that the number of indictments for sexual offences is rising. I think that COPFS’s submission to the committee mentions an appeal case. Is that right?

That appeal may lead to a significant increase in cases. Can you say what budgetary impact that might have?

I have a question on data, too. I am sorry not to be there in person—I should preface my question with that.
I am interested in your experience of finding data on intra-UK trade. In your report, I think that you say that the available data on that was limited, with long lags before figures were available for Scotland, Wales and Northern Ireland and no data at all for England. I think that you also mention inconsistencies in the way that data is collected. What can the Governments—or anyone, really, including businesses—do to improve that?
I have a more specific question about the data strategy road map and the Scottish Government’s commitment to publish a single “Export Statistics Scotland” report. Do we need more regular statistics on Scottish exports than those that are currently promised?

There is still the question on Scottish export statistics. Do we need to achieve more regular publishing of those? I do not know whether that is feasible. I am not sure whether the witnesses will have an observation on that.

As has been touched on, many cultural venues are under threat. Many have closed, and there are lots of reasons for that. We have heard from community groups that feel under pressure to save their local church hall or community building. There are difficulties in that regard, but there are also difficulties in running and maintaining community assets; it would be fair to say that it is a great challenge for many community groups. What is the Scottish Government doing to assist community groups that have taken on assets in keeping them open for communities?

I am sorry, convener—I know that you are anxious to draw this to a close.
Section 35 was legislated for, as was the Government equivalent, which I think is section 48. Someone in the Labour Government, at that point, thought that there was a need to enshrine that in legislation. I am sure that there has been a change of views and practice and so on in the past 24 years, but at that point in time, someone believed that.

Is it your view, and the Scottish Government’s view, that that is not even worth trying?

Thank you for that. I am sure that that is correct, but the issue is more immediate for people. People might have a village hall that they are trying to keep going, and they will need advice, assistance and support. However, I appreciate what has been said.
