Welfare of Dogs (Scotland) Bill: Stage 2

Meeting date: 18 September 2024

Edward Mountain

I press amendment 59.

Rural Affairs and Islands Committee

Welfare of Dogs (Scotland) Bill: Stage 2

Meeting date: 18 September 2024

Edward Mountain

Of course, the title of the bill, which is the Welfare of Dogs (Scotland) Bill, provides the scope for me to bring in the issue that I am talking about, and which I am keen to ensure—

Welfare of Dogs (Scotland) Bill: Stage 2

Yes—just a moment, if I may.

I am delighted that the minister is having friendly chats with people, but if he is going to change the legislation in three years’ time, he will be required to give evidence to the committee that considers that legislation on whom the Government has consulted and what evidence it has taken; I would be surprised if he were not.

Salmon Farming in Scotland

Meeting date: 18 September 2024

Edward Mountain

I am asking whether there has been a map-based spatial planning exercise, carried out by the Scottish Government and produced in conjunction with SEPA, that says where fish farms should be allowed and where they should not be allowed. Do you have such a map, and are you using it?

Salmon Farming in Scotland

Meeting date: 18 September 2024

Edward Mountain

It is certainly not the only issue, but the predecessor committee’s report focused heavily on it, and the salmon farmers in Scotland said that they would consider it and put it high up on their list of priorities. I remember them saying that, and now they are saying, “We have nothing.”

I will leave it there, convener, because I may get more depressed as my questioning continues.

Climate Change (Emissions Reduction Targets) (Scotland) Bill: Stage 1

Meeting date: 17 September 2024

Edward Mountain

I am interested in this issue, because we have ended up where we are because we set targets that were unachievable. Carbon budgets will set targets that have to be achievable in order to get people to buy into them. I am trying to understand the level of scrutiny that the Parliament should be exercising to make sure that the three carbon budgets—that is, 15 years’ worth of carbon budgets—are achievable, so that we do not repeat this process again in 15 years.

Mark, I have kept you waiting for rather a long time. Sorry about that.

Deputy Convener

Meeting date: 17 September 2024

Edward Mountain

The second agenda item is the choice of a new deputy convener. The Parliament has agreed that only members of the Scottish National Party group may be deputy convener of this committee. Is there a nomination? Jackie Dunbar, it looks like you are scowling at me, but you are waving your hand.

Thank you for reminding us about that work, Monica. While bearing in mind what you have just said, I will ask the question again: does the committee agree to appoint Michael Matheson as the committee’s deputy convener?

Members indicated agreement.

Michael, during the next break, you will move up the table to sit next to me.
