Good morning to everyone on the panel. Two of the issues that have cropped up during our consideration are the impact that the licensing scheme might have on the availability of homes to buy or rent, including long-term lets, and the question of whether antisocial behaviour will reduce or increase as a result of the scheme. Do you have any evidence at the moment of signs of movement in those areas? Professor Hague led on one of those aspects a moment ago, but I will start with Gillian McNaught and Gary Somers from the two councils. Do you have any evidence to support those claims?

I have another question, which is probably only for Fiona Campbell. You said in your submission that you would like to see an immediate review of the licensing scheme rather than wait until the system is fully embedded in 12 or 18 months’ time, which I think was the period that was mentioned in the previous session. Why are you calling for an immediate review, before the scheme has had the chance to bed in?

Professor Hague, I turn to you. You mentioned the potential impact and expressed very well some of the concerns that have been there since 2018 in relation to the series of events and processes that you were part of. It is it fair to ask what, from any conversations that you have had with colleagues, you anticipate the impact of the licensing scheme will be on those two issues?

Has the crofting community itself been part of the process? Has that been shared and has there been some kind of engagement with the recommendations? Has it expressed a view in whatever forum it is able to about how successful it thinks that the changes, revisions and new code of governance are in order to deliver the services that it requires? I am always keen to hear the views of the community in such processes.
