Local Government, Housing and Planning Committee

Pre-Budget Scrutiny 2024-25

Meeting date: 19 September 2023

Willie Coffey

It is more about an expression of what we think we need to do to serve our communities better. That seems to explain the disparity in the figures that we see quoted from time to time.

Thank you for that, Johanna. I have a follow-up question that touches on inequalities. Linda Somerville introduced some ideas about the problems that we face with inequalities. The Association for Public Service Excellence’s report on local government highlighted that most local authority staff are women, which we all kind of knew anyway. We also know that there are still inequalities in pay and progression and that there are problems with the gendered segregation of occupations. In some of her earlier comments, Linda offered a few suggestions about how we might overcome those problems. I invite our three witnesses to expand on that. What are we doing to address those continuing inequalities, particularly for women?

So you get early retirements and a gradual increase in the relative age of the workforce.

If that is the case, Linda, what can we do to resolve or even reverse that?

I have a quick question about what is, perhaps, the ageing workforce in local authorities. We read widely that the workforce is ageing, but we are also hearing that local government workers are retiring earlier. There seems to be a bit of contradiction there—you cannot have both at the same time—but what are your views in that respect? Do our councils have an ageing workforce, and if so, what can we do to address that? I will start with Sean Baillie this time.

Thank you.

Paul, is the gender pay gap closing or widening from your perspective?

Section 23 Report: “Criminal courts backlog”

Meeting date: 14 September 2023

My question is about innovations and changes. The fiscal service in Kilmarnock told me that the earlier presentation of evidence to the defence, and, therefore, to the accused, was bearing fruit and yielding success in getting earlier guilty pleas. How successful do you think that has been? In many ways, that could have been done at any time. It probably took Covid for us to think about doing it, but it is not really related to Covid and it could have been done. It is not really an innovative change; it is just a change that we thought about making, which is bearing positive results. Will you tell us a wee bit more about your experience of that?

Ultimately, does it lead to a shorter time between the case arriving on your desk and a plea being offered? That is the ultimate benefit.

As you know, the committee is interested in service improvement and in how we can provide evidence of that not only to the committee but to the public at large. As part of that, we are keen to explore with you what level of stakeholder engagement you have to inform decision making and to make improvements. In the Auditor General’s report, there is a bit of criticism of the recover, renew, transform advisory group, which is supposed to interface with victims, the accused and the third sector. There is criticism of that group’s failure to engage at that level, so I am keen to understand how you have overcome that, or plan to overcome it. What are you doing now, and how can you assure the committee and the public that the experiences that people have had are part of the transformational change programme that you are talking about?

Thanks very much.
