Thanks to everyone. We will wrap things up there. We would have liked to cover one or two other areas, but I think that we have done pretty well.

I thank all three of our witnesses for staying so far beyond the hour that we had anticipated. This has been a really useful session that has given us lots to think about. The committee will discuss its next steps in private session.

That concludes our formal business for this morning. We now move into private session to consider the remaining items on our agenda.

Welcome to the first meeting in 2023, in session 6, of the Equalities, Human Rights and Civil Justice Committee. We have received no apologies this morning.

Our first agenda item is consideration of three affirmative instruments: the draft First-tier Tribunal for Scotland Local Taxation Chamber and Upper Tribunal for Scotland (Composition) Regulations 2023, the draft Upper Tribunal for Scotland (Transfer of Valuation for Rating Appeal Functions of the Lands Tribunal for Scotland) Regulations 2023 and the draft First-tier Tribunal for Scotland (Transfer of Functions of Valuation Appeals Committees) Regulations 2023.

I welcome to the meeting Elena Whitham, Minister for Community Safety, and her officials from the Scottish Government’s legal directorate: Lisa Davidson, civil justice senior policy officer, and Martin Brown, a solicitor.

I refer members to paper 1 and invite the minister to speak to the draft instruments.

Gender Recognition Reform (Scotland) Bill

Good evening and welcome to the 33rd meeting in 2022 of the Equalities, Human Rights and Civil Justice Committee. We have no apologies.

We are joined by Emma Roddick MSP and expect to be joined soon by Ash Regan MSP and Tess White MSP—you are all very welcome.

The only item on our agenda is to hear from United Nations experts on the Gender Recognition Reform (Scotland) Bill. We will hear first from Victor Madrigal-Borloz, United Nations independent expert on protection against violence and discrimination based on sexual orientation and gender identity, and then from Reem Alsalem, United Nations special rapporteur on violence against women and girls, its causes and consequences. I refer members to paper 1.

I welcome Victor Madrigal-Borloz to the meeting and I invite him to make a short opening statement. Over to you, Victor.
