Good morning. I was very taken with what you said about your right to require information from bodies, including the Scottish Government. Opposition members of the Parliament will feel very jealous that you have that power and we do not, although my colleagues around the table who are former ministers might take a different view on that matter.

I want to ask about the setting of criteria for the creation of new supported bodies. One of the primary reasons why this committee was established was to look at the demands—as you know, there are a number of proposals in the parliamentary pipeline to establish new commissioners—and whether they would provide good value for money, given that the Finance and Public Administration Committee, in its report, came to conclusions about whether that would be an appropriate way to proceed with the public sector landscape.

I read your submission, in which you made some interesting comments around how the current criteria for creating new supported bodies might be enhanced, including the need for there to be a demonstrable gap in service or oversight. Will you explain how you think the criteria could be amended?

I will ask a slightly different question, although it also looks forward. One of the things that we have learned about the growth deals is how they have been driven by regional working and regional economic partnerships. There have been some interesting developments south of the border, such as the rise of metro regions, which is seen as a major economic driver. For example, the creation of a metro region in Manchester has driven economic growth in a way that puts some Scottish cities to shame. What is the Scottish Government’s thinking around the growth of regions as drivers for economic progress?

Throughout this inquiry, we have heard a lot from different communities and stakeholders across Scotland. Generally, there has been a very positive message about city deals, what they have been able to deliver, the added value that they bring and all the projects that have come on board.

One of the things that the committee is interested in looking at is what happens next. Kevin Stewart and Gordon MacDonald both asked you about conversations that you have had with the UK Government. You said to Gordon that a lot of it “hangs on the UK Government’s spending review,” which we understand. However, in terms of planning ahead, has the Scottish Government had conversations with partners about the sort of projects that might form part of a phase 2 of the city deals? If you are in a discussion with the UK Government, being able to demonstrate that there is a pipeline of projects that might form part of round 2 of the city deals might be a useful argument to present.

That was a very interesting answer. On the question of structures, a major factor in delivering the strategy successfully south of the border has been the metro mayors, who have the authority to drive it forward. Do our structures allow the political leadership at the local level to make that happen?

You might not be able to answer this off the top of your head, but as a matter of experience and practice, how often does the Standards Commission reject a report that you have made against a councillor?

We can perhaps pursue this with the Standards Commission in a moment, but I am interested to know on what basis the Standards Commission would say that you have done an investigation and determined a breach of the code of conduct on the part of a councillor but that it takes a different view.

Good morning. I think that you were here for the questions that I asked Mr Bruce, and I want to ask you the same question as I asked him about the relationship between the Ethical Standards Commissioner and the Standards Commission. Do we need both bodies? Given that the committee is looking at the whole landscape of SPCB-supported bodies, would it be possible to have, in effect, one body doing the work? I am interested in hearing your perspective on that question.
