Standards, Procedures and Public Appointments Committee
Meeting date: 5 October 2023
Martin Whitfield
Good morning, and welcome to the 16th meeting in 2023 of the Standards, Procedures and Public Appointments Committee. Today, unfortunately, the committee is without Evelyn Tweed, who is feeling unwell. I therefore welcome Alasdair Allan as her substitute, and I invite him to declare any registered interests of his that might affect the decisions of the committee.

Many thanks, Mr Beattie. Unusually, I invite the potential deputy convener, Miles Briggs, to add to that.

All three MSPs made very powerful contributions. Colin Beattie’s explanation that the 23 individuals represent far more of the Ukrainian diaspora was powerfully made.
I put it to the committee that we formally recognise the proposed cross-party group.
Members indicated agreement.

Under our next item, the committee will consider a paper on cross-party group compliance with the code of conduct for MSPs. I refer to paper 2. Would any member like to comment or ask a question?

Compliance is required, yes. I remind those who are watching that the committee has committed to considering in early 2024 a full report on compliance with the code.
Is the committee content for me to write to the CPGs on China, Japan and the future of football in Scotland, as is proposed in the paper?
Members indicated agreement.

As there are no further questions, I thank you, gentlemen, for attending the committee this morning. The committee will formally consider whether to approve the application for recognition under agenda item 3, and the clerks will inform you of the committee’s decision in due course.
We move to agenda item 3, which is consideration of approval of a proposed cross-party group on Ukraine. Would anyone like to make a comment or ask a question?

That is excellent.
Our first item is a decision on taking in private agenda item 5, which is consideration of the committee’s work programme. Do members agree to take that item in private?
Members indicated agreement.

Our second item is consideration of an application for the recognition of a proposed cross-party group on Ukraine. I welcome Colin Beattie MSP, Miles Briggs MSP and Alex Cole-Hamilton MSP, who are the potential convener and deputy conveners.
I turn to Colin Beattie first, for an explanation of the need and the reason for the proposed cross-party group.

Thank you for that contribution. I ask Alex Cole-Hamilton MSP whether there is anything that he would like to add.

That is helpful. You articulate one of the important elements of cross-party groups, which is the opportunity for the MSPs who are responsible for creating and running them to meet people from outside the Parliament to talk about the issues that they cover.
Other than the secretariat, there is no mention of non-MSP members of the group. Can you update the committee on who they will be?
