MV Glen Sannox (Hull 801) and MV Glen Rosa (Hull 802)

Meeting date: 27 February 2024

Douglas Lumsden

Right, but without the capital investment, that will be harder for the Government.

Does the lack of capital support make that more difficult in the long term?

Thank you.

Meeting date: 27 February 2024

Do you have sympathy for bill payers who have to pay the renewable obligation, whereas large consumers of electric are exempt?

Subordinate Legislation

I am trying to highlight the fairness of it. Consumers are having to pay the obligation but large consumers—and I am not just talking about going from an 85 to 100 per cent exemption—are paying nothing at all. Domestic consumers are shouldering this burden.

I guess that you cannot test all the modes without having the LNG system.

Okay. I think that you mentioned that 801 is due to go back into dry dock after the sea trials. Will you explain what that is for? Will any remedial work take place once it is back in dry dock? Was that planned?

Budget Scrutiny 2024-25

Meeting date: 30 January 2024

Douglas Lumsden

Cabinet secretary, why have you chosen to allocate zero funding to the bus partnership fund in 2024-25—a move that the Confederation of Passenger Transport has stated

“could prove disastrous for the future of bus priority”?

It seems strange that, as we try to encourage more people to use public transport, we are not just cutting but zeroing that budget.

It is not just about keeping the lights on and keeping things running. It is about making public transport better in order to encourage more people to use public transport, which will create the modal shift that we are all looking for. By cutting those types of budgets, we will go backwards.

I will move on from buses to trains. Will you give an assurance that the 10 per cent reduction in revenue support for ScotRail and the Caledonian sleeper will not result in any reductions to the frequency, quality or reliability of services?
