A number of my questions have been answered—in particular, on the employability aspects. However, there are a couple of other areas that I would like to explore.
Morag Treanor, in your written submission, you highlight some concerns about the pace and scale of action that is needed if we are to meet the targets that have been set by the Parliament. Will you tell us a bit more about what you would expect, notwithstanding the comments that you have already made around there not being enough information for you to know whether the Government is doing what it said that it would do?

My other question is about your concerns about concessionary travel. I saw the points that you made about worries that that budget might be made on the basis of reduced patronage because of difficulties. Do you have any suggestions on how we could progress that, what we could do, and how to address that?

Thank you, minister, for setting out the detail of this affirmative instrument.
I was pleased to hear you make the point about raising the age of criminal responsibility, because, as you are aware, the current age of criminal responsibility in Scotland is lower than is recommended by the United Nations Committee on the Rights of the Child. Is the Government considering raising the age?
The child rights and wellbeing impact assessment says:
“the Regulations are UNCRC compliant.”
However, the legislation to which the regulations relate—the 2019 act—is not UNCRC compliant, given its incompatibility with the UNCRC in relation to the age of criminal responsibility. Will you comment on that?

My further question around the registrar general touches on the issue of age. The registrar general and the Children and Young People’s Commissioner Scotland both spoke of the need for support. The registrar general, I think, said that there had been conversations with the cabinet secretary on the sort of support and on the organisations that would provide it to people, so that they could understand the effect of the gender recognition certificate. Cabinet secretary, can you say what those conversations have been and who you think those organisations might be? You mentioned that it could cost approximately £350,000 to set up the system, with on-going costs of £150,000. For some support, that could be considered quite a small amount. Will you set out the detail on that and on the role that young people will have in developing support and guidance?
