You are saying that there is an appetite for change and that more regulation is needed but that the way in which the bill has been framed is possibly not helpful. What might more regulation look like?

Recent statistics reveal that housing completions and new-build starts are down from the previous year. Will the cabinet secretary share what she feels is impacting the programme and what we are dealing with?

The Government has a target to deliver 110,000 affordable homes. How will that be achieved given what you have just said?

I used to work at a high level in housing associations, so it is music to my ears to hear that you are coming at the issue from all angles. When I worked in housing associations, there were always obstacles. At times, it felt like the Government was quite far away from the real nub of the problem, but it sounds like the Government is really getting into planning issues, which I hope will unblock a lot of new development. That is great to hear.
My last question is about a recent report, “Affordable Housing Need in Scotland Post-2026”. It looked at housing pressures and housing needs, and it particularly focused on the east of the country as having high housing need. Is the Government looking at all housing need proportionately, or must we look at things differently?

Cabinet secretary, we discussed diversification and resilience with the previous panel. The witnesses were keen to work with the Scottish Government and with local authorities. One issue that came up was funding. Will the Scottish Government provide any transitional support to affected fishers and communities?
