The Committee took evidence from—
Fiona Hyslop, Cabinet Secretary for Transport, Scottish Government, supported by Fiona Brown, Director of Transport Strategy and Analysis, Chris Wilcock, Director of Ferries and Ports and Bill Reeve, Director for Rail Reform, Transport Scotland.
The Committee considered a proposal by the Scottish Government to consent to the UK Government legislating in a devolved area as set out in the following UK statutory instrument proposal—
The Producer Responsibility Obligations (Packaging and Packaging Waste) (Amendment) Regulations 2025.
The Committee agreed that the provision set out in the notification should be included in the UK statutory instrument. The Committee agreed to write to the Scottish Government about its decision and in doing so agreed to ask the Scottish Government questions around what functions of the scheme administrator may be delegated to the new producer responsibility organisation, the governance of the new producer responsibility organisation and the impact of the proposed changes to modelling local authority costs. The Committee delegated to the Convener responsibility for finalising the letter.

The Committee agreed to make no recommendations in relation to this instrument.
The Committee considered the evidence heard earlier in the meeting and agreed to write to the UK Government, Network Rail, and Peel Ports Group about matters raised during the evidence session.
The Committee considered its work programme.
The Committee discussed future scrutiny of the draft Climate Change Plan and agreed witnesses for its first evidence session on the draft Plan.
The Committee discussed and agreed the main points of a letter to other Conveners about scrutiny of the draft Plan and agreed to delegate authority to the Convener to sign off the letter.
The Committee agreed further witnesses for another evidence session of the Legislative Consent Memorandum for the UK Sustainable Aviation Fuel Bill and wider issues around the production and use of SAF in Scotland.
The Committee agreed a letter to the Scottish Environment Protection Agency on environmental authorisations.
The Convener noted recent correspondence from Tim Eagle MSP, agreed a response, and agreed to delegate authority to the Convener to reply to Mr Eagle by letter.
The Committee considered its approach to the scrutiny of the Bill at Stage 1. The Committee agreed the witnesses to be invited to upcoming evidence sessions in November.
