1 Declaration of interests:

The Deputy Convener welcomed Graham Simpson, attending as a substitute for Edward Mountain, and invited him to declare any relevant interests.

Graham Simpson said he had no relevant interests to declare.


2 Decision on taking business in private:

The Committee agreed to take item 7 in private.


3 Subordinate legislation:

The Committee took evidence on the National Bus Travel Concession Schemes (Miscellaneous Amendment) (Scotland) Order 2024 [draft] from—

Jim Fairlie, Minister for Agriculture and Connectivity, Scottish Government;

Gary McIntyre, Economic Adviser and Bettina Sizeland, Director of Bus, Accessibility and Active Travel, Transport Scotland.


4 Subordinate legislation:

Jim Fairlie (Minister for Agriculture and Connectivity) moved—S6M-11994—That the Net Zero, Energy and Transport Committee recommends that the National Bus Travel Concession Schemes (Miscellaneous Amendment) (Scotland) Order 2024 [draft] be approved.

The motion was agreed to. The Committee delegated responsibility for finalising the draft report for publication to the Deputy Convener.


5 Environmental governance in Scotland:

The Committee took evidence from—

Dr Richard Dixon, Deputy Chair and Mark Roberts, Chief Executive, Environmental Standards Scotland.


6 Subordinate legislation:

The Committee considered the following negative instrument—

Road Works (Scottish Road Works Register Fees and Miscellaneous Amendment) Regulations 2024 (2024/23)

The Committee agreed to make no recommendation in relation to the instrument.
