1 Decision on taking business in private:

The Committee agreed to take items 5 and 6 in private.


2 Subordinate legislation:

The Committee took evidence on the National Bus Travel Concession Schemes (Miscellaneous Amendments) (Scotland) Order 2022 [draft] from—

Jenny Gilruth, Minister for Transport, Scottish Government;

Tom Davy, Head of Bus Strategy and Concessions Policy, Transport Scotland.


3 Subordinate legislation:

Jenny Gilruth (Minister for Transport) moved—S6M-02903—That the Net Zero, Energy and Transport Committee recommends that the National Bus Travel Concession Schemes (Miscellaneous Amendments) (Scotland) Order 2022 [draft] be approved.

The motion was agreed to.


4 Transfer of operation of ScotRail:

The Committee took evidence on the transfer of operation of ScotRail from—

Mick Hogg, Regional Organiser, RMT (The National Union of Rail, Maritime and Transport Workers);

Robert Samson, Senior Stakeholder Manager, Transport Focus;

Michael Clark, Programme Director, Strategy and Transformation, Great British Railways Transition Team.

Monica Lennon MSP indicated that she is a member of the RMT Scottish Parliamentary Group.


5 Transfer of operation of ScotRail (in private):

The Committee considered the evidence it heard earlier under agenda item 4.


6 Work programme (in private):

The Committee considered a selection of panels for its inquiry into the role of local government and its cross-sectoral partners in financing and delivering a net-zero Scotland.

Some panels of witnesses were agreed upon and the Committee agreed to consider further proposed panels at a later meeting.

Liam Kerr MSP declared an interest as a member of IAM RoadSmart (the Institute of Advanced Motorists).
