1 Decision on taking business in private:

The Committee agreed to take items 7 and 8 in private.


2 Subordinate legislation:

The Committee took evidence on the Greenhouse Gas Emissions Trading Scheme (Amendment) Order 2022 [draft] from—

Michael Matheson, Cabinet Secretary for Net Zero, Energy and Transport.


3 Subordinate legislation:

Michael Matheson (Cabinet Secretary for Net Zero, Energy and Transport) moved Motion—S6M-02605—That the Net Zero, Energy and Transport Committee recommends that the Greenhouse Gas Emissions Trading Scheme (Amendment) Order 2022 [draft] be approved.

The motion was agreed to without division. The Committee agreed to delegate authority to the Convener to approve a draft of the report for publication.


4 Scottish Budget 2022-23:

The Committee took evidence on the Scottish Government's Budget 2022-23 from—

Michael Matheson, Cabinet Secretary for Net Zero, Energy and Transport, and 
Kerry Twyman, Director of Finance and Corporate Services, Transport Scotland.


5 National Planning Framework (NPF4) - Energy:

The Committee took evidence from—

Dr Niall Kerr, Research Fellow, Energy Policy, University of Edinburgh;

Kirstanne Land, Senior External Relations Manager, SSEN Transmission;

Elizabeth Leighton, Secretariat, Climate Emergency Response Group;

Morag Watson, Director of Policy, Scottish Renewables.


6 Subordinate legislation:

The Committee considered the following negative instrument— Greenhouse Gas Emissions Trading Scheme (Amendment) Order 2021 (S1 2021/1455).

The Committee agreed to make no recommendations in relation to the instrument.


7 Evidence Session (in private):

The Committee considered the evidence it heard earlier under agenda items 4 and 5.


8 Carbon Capture, Utilisation and Storage (in private):

The Committee considered draft correspondence arising from its evidence-taking on carbon capture, utilisation and storage on 14 and 21 December 2021. The Committee agreed to request further written evidence on carbon capture, utilisation and storage, and to reconsider the draft correspondence, revised after receipt of that evidence, at a future committee meeting.
