1 Decision on taking business in private:

The Committee agreed to take item 4 in private.


2 Local government in Scotland: Financial bulletin 2022/23:

The Committee took evidence from—

Andrew Burns, Deputy Chair and Jo Armstrong, Chair, Accounts Commission;

Carol Calder, Audit Director, Lucy Jones, Audit Manager and Blyth Deans, Senior Manager, Audit Scotland.

Stephanie Callaghan MSP declared an interest as having served as a Councillor on South Lanarkshire Council.


3 Housing (Cladding Remediation) (Scotland) Bill:

The Committee considered the Bill at Stage 2. 

The following amendments were agreed to (without division): 10, 11, 12, 13, 14, 15, 16, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, 41, 42 and 43.

Amendment 17 was disagreed to (by division: For 3, Against 4, Abstentions 0).

The following amendments were moved and, no member having objected, withdrawn: 46, 5, 50, 63, 7, 67, 8 and 1.

The following amendments were pre-empted: 44 and 45.

The following amendments were not moved: 47, 48, 49, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 64, 65, 2, 66, 68, 69, 70, 71, 3, 72, 73, 74, 75, 76, 77, 78, 79, 4, 6, 80, 81, 82, 83, 84, 85, 9 and 86.

The following provisions were agreed to without amendment: sections 3, 5, the schedule, sections 9, 10, 15, 17, 18, 19, 23, 24, 26, 27, 29, 30, 31, 32 and the long title.

The following provisions were agreed to as amended: sections 1, 2, 4, 6, 7, 8, 11, 12, 13, 14, 16, 20, 21, 22, 25 and 28.

The Committee completed Stage 2 consideration of the Bill.

     


4 Local government in Scotland: Financial bulletin 2022/23:

The Committee agreed to defer consideration of the evidence heard earlier in the meeting to a future meeting.
