New HMRC additional accounting officer for Scottish Income Tax

Letter from Chief Executive and Permanent Secretary of HMRC to the Convener of 24 September 2021

Dear Mr Gibson

On Monday 16 August, I confirmed the appointment of Jonathan Athow as the new Director General for Customer Strategy and Tax Design in HMRC.

Jonathan will join HMRC from the beginning of October and will take over from Ruth Stanier as HMRC’s Additional Accounting Officer for Scottish Income Tax.

Jonathan is currently Deputy National Statistician and Director General for Economic Statistics at the Office for National Statistics (ONS). Before his role at the ONS he was HMRC’s Director of Knowledge, Analysis and Intelligence for 4 years up until June 2015 and prior to that worked at HM Treasury for 14 years on a range of economic and policy issues.
