1. Decision on taking business in private:

The Committee agreed to take items 5, 6, 7, 8 and 9 in private.



3. Instruments subject to negative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

Firefighters’ Pension Scheme (Scotland) Amendment Order 2025 (SSI 2025/406)

The Committee agreed that no points arose on the following—

Local Governance (Scotland) Act 2004 (Remuneration) Amendment Regulations 2026 (SSI 2026/1)


4. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Education (Scotland) Act 2025 (Commencement No. 2, Transitional and Transitory Provisions) Regulations 2026 (SSI 2026/2 (C.1))


5. Budget (Scotland) (No. 5) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead committee on the Bill, the Finance and Public Administration Committee.


6. Natural Environment (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill after Stage 2. It agreed to report to the Scottish Parliament.


7. Railways Bill (UK Parliament legislation) (in private):

The Committee considered the Legislative Consent Memorandum and powers to make subordinate legislation within devolved competence in the Bill. It agreed to write to the Scottish Government and the UK Government.


8. Crime and Policing Bill (UK Parliament legislation) (in private):

The Committee considered the third supplementary Legislative Consent Memorandum and powers to make subordinate legislation within devolved competence in the Bill. It agreed to write to the Scottish Government and the UK Government.


9. Finance (No. 2) Bill (UK Parliament legislation) (in private):

The Committee considered the Legislative Consent Memorandum and the delegated power within devolved competence in the Bill. It agreed to report to the lead committee on the Bill, the Finance and Public Administration Committee.
