1 Decision on taking business in private:

The Committee agreed to take items 3, 4, 5, 6, 7, 8 and 9 in private.


2 Instruments subject to negative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

Scottish Child Payment (Ancillary Provision) Regulations 2022 (SSI 2022/326)

The Committee agreed that no points arose on the following—

Electricity (Applications for Consent and Variation of Consent) (Fees) (Scotland) Amendment Regulations 2022 (SSI 2022/310)


3 Patient Safety Commissioner for Scotland Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1 and agreed to report to the Health, Social Care and Sport Committee.


4 Bail and Release from Custody (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1 and agreed to write to the Scottish Government.


5 Legislative Consent Memorandums (in private):

The Committee considered its approach to issues arising in relation to Legislative Consent Memorandums and agreed to consider this issue again at a future meeting.


6 Northern Ireland Troubles (Legacy and Reconciliation) Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation conferred on UK Ministers and Scottish Ministers in devolved areas in the Northern Ireland Troubles (Legacy and Reconciliation) Bill (UK Parliament legislation). The Committee agreed its report to the Constitution, Europe and External Affairs and Culture Committee.


7 Levelling-up and Regeneration Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation conferred on UK Ministers in devolved areas in the Levelling-up and Regeneration Bill (UK Parliament legislation). The Committee agreed its report to the Net Zero, Energy and Transport Committee.


8 Energy Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation conferred on UK Ministers and Scottish Ministers in devolved areas in the Energy Bill (UK Parliament legislation) and agreed to write to the Scottish Government and the UK Government.


9 Quarterly Report (in private):

The Committee considered a draft report for the parliamentary quarter from 13 May 2022 to 22 September 2022 and agreed to publish the finalised report.
