1 Decision on taking business in private:

The Committee agreed to take items 5, 6 and 7 in private.


2 Moveable Transactions (Scotland) Bill:

The Committee took evidence from—

Tom Arthur, Minister for Public Finance, Planning and Community Wealth, Hamish Goodall, Bill Team Leader, Rob McConnell, Solicitor in Commercial and Competition Law Branch and Vuyi Stutley, Solicitor in Commercial and Competition Law Branch, Scottish Government.


3 Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

Police Act 1997 (Offences in Schedules 8A and 8B) Amendment (Scotland) Regulations 2022 (SSI 2022/Draft)
Rehabilitation of Offenders Act 1974 (Exclusions and Exceptions) (Scotland) Amendment (No. 2) Order 2022 (SSI 2022/Draft)


4 Instruments subject to negative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

Scottish Child Payment (Saving Provisions) Regulations 2022 (SSI 2022/302)

The Committee agreed that no points arose on the following—

Town and Country Planning (Miscellaneous Amendment) (Scotland) Regulations 2022 (SSI 2022/286)



5 Moveable Transactions (Scotland) Bill (in private):

The Committee considered the evidence it heard earlier under agenda item 2 and agreed to write to the UK Government.


6 National Care Service (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1. The Committee agreed to write to the Scottish Government and copy the letter to the Health, Social Care and Sport Committee.


7 Northern Ireland Protocol Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation conferred on UK Ministers in devolved areas in the Northern Ireland Protocol Bill (UK Parliament legislation). The Committee agreed a report to the Constitution, Europe, External Affairs and Culture Committee. Oliver Mundell dissented to the report and its recommendations.
