COVID-19 Recovery Committee

Baseline health protection measures: preparing for winter and pathways to recovery

The Committee conducted a short inquiry into baseline health protection measures: preparing for winter and pathways to recovery.

The Scottish Government’s Strategic Framework explained how it planned to respond to COVID-19 and what it sought to achieve. The Scottish Government’s overall aim is:

“to suppress the virus to a level consistent with alleviating its harms while we recover and rebuild for a better future”.

The Scottish Government hoped to do this using what it referred to as “baseline health protection measures”. These include ventilation, face coverings and social distancing etc.

The inquiry focused on three broad policy areas:

  • health and social care services;
  • the hospitality, business and leisure sectors;
  • and schools.

The inquiry considered what role baseline health protection measures will play in lessening the impact of COVID-19 over the winter period. We also investigated what measures are required to support long-term recovery.

We focused on ventilation, but considered other measures, such as face coverings and social distancing.

Scheduled evidence sessions:

4 November 2022
11 November 2022
18 November 2022
25 November 2022
