On your final point, is there any evidence that landlords will not rent to people who are on LHA? As you pointed out, there is a risk. Has anyone looked at that? Will rent control coming in make landlords less willing to expose themselves to that type of risk?

I am thinking, again, about the time, but do you have any evidence, whether it be anecdotal or hard evidence, that private landlords are now less likely to take on somebody on LHA, either because it is LHA, given all that goes along with it, or because of other housing factors that are going on in the country?
