The Budget Bill is how the Parliament agrees public spending in Scotland. A Budget Bill is introduced to the Parliament every year. It follows a slightly different process to other Bills.

The Bill was passed on 21 February 2023 and became an Act on 27 March 2023
MSPs can propose further “amendments” (changes) to the Bill. MSPs decide on each of these. Finally, they debate and vote on whether to pass the Bill.
The Bill ended Stage 3 on 21 February 2023
No amendments were submitted at Stage 3. The Bill proceeded immediately to the final debate.
Once MSPs have debated and decided on the amendments, they debate whether to pass the Bill.
