Human Rights Assessment on Vaccine Passports

That the Parliament notes with concern that the Scottish Government has not yet published a human rights assessment on the new vaccine certification scheme; understands that the Scottish Human Rights Commission has written to cabinet secretaries reiterating the need for a human rights analysis of vaccine passports; considers that the new scheme might not meet key human rights tests, such as those of necessity and proportionality; believes that, while the Scottish Government has a duty to protect public health, it must do so in a way that complies with its human rights obligations, and hopes that the Scottish Government will publish an assessment in a timely manner.
