I have a slightly different set of questions for Scottish Enterprise, which I will come to in a moment.
You raise an interesting point there, Zoe. We have regional economic partnerships, the growth deals, the enterprise agencies and local authorities. We probably have other regional structures that are stranded because of previous tiers of government. Is there a sense that we need to look at the opportunities to consolidate some of those structures? Would that be an advantage? South of the border, we have combined authorities. Is there a sense that we could streamline or merge some of the structures that are playing in the same spaces?

Highlands and Islands Enterprise, including in its previous guise as the Highlands and Islands Development Board, has been in this line of business for a long time. Indeed, you have a legacy of investing in such projects reaching back over 70 years or more. Do you have a corporate view, looking backwards as well as forwards, about the right structure to sit across such funding? Does it play nicely with your other aims and objectives?

My principal lines of questioning throughout our inquiry have been around how the city region deals fit within the wider policy and governance structures. When I think about what city regions are designed to do, which is about regional growth and regional economic development, that seems a bit like what South of Scotland Enterprise and Highlands and Islands Enterprise are meant to do. Is there a sense of overlap? Is there a sense that your agencies ought to be much more at the centre of how such deals are designed in the first place to build longer-term continuity in investment and innovation?

I will bring in Adam Stachura, then Jonnie Hall. Are there broad things that you would like to be implemented to improve scrutiny and the process for secondary legislation in Parliament, particularly in relation to consultation or even an ability to amend secondary legislation?

The classic example is changing a price that is specified, because prices have to keep pace with inflation. You do not want to go through the primary legislation process every time you do that.
Within the parameters that you were setting out in relation to the agricultural support legislation—the Agriculture and Rural Communities (Scotland) Act 2024—do you think that, to safeguard future Administrations in future sessions, such powers need to be accompanied by corresponding duties on ministers to have regard to particular purposes or outcomes? You might not be specifying what happens in minute detail, but you would at least be establishing and framing what things ministers should be having due regard to or seeking to achieve through the use of the powers, if they are broadly stated.
