I have one question on procurement. We talked about that a little in the previous session, but we ran out of time. I am keen to hear from all our witnesses on how local authorities are using procurement to make further progress on the net zero goals. Do local authority procurement rules allow for a focus on carbon savings? If there is time, perhaps someone could touch on how that is helping local economies and small businesses. I am not sure who is best to go first, but I see Councillor Macgregor waving, so I will come to her.

When I asked the question, I was making the assumption that everyone working in local government is part of the mission to reach net zero goals, given that we are trying to mainstream that—it is not just for those who have “green” or “climate” in their job title but is something that we are trying to embed.

I am grateful to the cabinet secretary for that update and welcome the commitments that we have heard about this week. We have seen an anonymous donor donate a generous, five-figure sum towards offsetting school meals debt; we need the Government to cover the rest.
Given the cost of living crisis, we must go further and faster on the extension of free school meals. Can the cabinet secretary tell us the dates when pupils in P6 and P7 can expect those to be available? When will we see that equality in our secondary schools?

To ask the Scottish Government, in light of reports of increasing hidden hunger due to the cost of living crisis, what action it is taking to address school meals debt and expand access to universal free school meals. (S6O-01343)

In the light of this tragic public health emergency, does the Government intend to introduce an alcohol harm prevention levy on alcohol retailers to help to fund alcohol prevention activity and much-needed support services?

My questions were about marine planning, but they were mostly covered in the previous session, unless anyone wants to add anything now.
I will come to Susan Davies with a question—I cannot see her online, but I believe that she is still with us. Susan, I do not know whether you heard the discussion in the previous session in which I asked about the recent outbreak of avian flu and the significant impact that it has had on Scotland’s wild bird population. In your view, what implications does that have for Scotland’s biodiversity strategy? You can start. I will then come to Calum Duncan and Craig Macadam, if they have anything to add.

That is helpful. Thank you, Susan.

Again, that is really helpful.
I have a final question for Paul Walton. Other witnesses should indicate if they want to contribute to the answer. While we have you here, I will raise the recent outbreak of avian flu and its impact on Scotland’s wild bird population. Do you believe that it has implications for Scotland’s biodiversity strategy? Do you want to bring anything to our attention?

That was really helpful. I have one final question, but I think that Dr Walton wants to come back briefly.

Thank you. We are quickly running out of time, so I will hand back to the convener.
