The Official Report is a written record of public meetings of the Parliament and committees.
The Official Report search offers lots of different ways to find the information you’re looking for. The search is used as a professional tool by researchers and third-party organisations. It is also used by members of the public who may have less parliamentary awareness. This means it needs to provide the ability to run complex searches, and the ability to browse reports or perform a simple keyword search.
The web version of the Official Report has three different views:
Depending on the kind of search you want to do, one of these views will be the best option. The default view is to show the report for each meeting of Parliament or a committee. For a simple keyword search, the results will be shown by item of business.
When you choose to search by a particular MSP, the results returned will show each spoken contribution in Parliament or a committee, ordered by date with the most recent contributions first. This will usually return a lot of results, but you can refine your search by keyword, date and/or by meeting (committee or Chamber business).
We’ve chosen to display the entirety of each MSP’s contribution in the search results. This is intended to reduce the number of times that users need to click into an actual report to get the information that they’re looking for, but in some cases it can lead to very short contributions (“Yes.”) or very long ones (Ministerial statements, for example.) We’ll keep this under review and get feedback from users on whether this approach best meets their needs.
There are two types of keyword search:
If you select an MSP’s name from the dropdown menu, and add a phrase in quotation marks to the keyword field, then the search will return only examples of when the MSP said those exact words. You can further refine this search by adding a date range or selecting a particular committee or Meeting of the Parliament.
It’s also possible to run basic Boolean searches. For example:
There are two ways of searching by date.
You can either use the Start date and End date options to run a search across a particular date range. For example, you may know that a particular subject was discussed at some point in the last few weeks and choose a date range to reflect that.
Alternatively, you can use one of the pre-defined date ranges under “Select a time period”. These are:
If you search by an individual session, the list of MSPs and committees will automatically update to show only the MSPs and committees which were current during that session. For example, if you select Session 1 you will be show a list of MSPs and committees from Session 1.
If you add a custom date range which crosses more than one session of Parliament, the lists of MSPs and committees will update to show the information that was current at that time.

The anti-abortion lobby now sees Scotland as an easy target, with campaigners following the Texas playbook. Last September, I raised concerns with the First Minister and highlighted the urgent need for protest-free buffer zones at abortion services. Does she regret the fact that swift action has not been taken in that respect? Can she also tell us when telemedicine for early abortion will be made permanent, as Scotland now trails behind England and Wales on that important healthcare matter?

This has been a really interesting session so I have been quite happy to mostly listen. I was struck by one of the comments about the behaviour changes that people can make. I accept that there are things that we can all do, but it strikes me that we do not have a behaviour crisis here—it is a market crisis and a system crisis.
One view is that increasing democratic ownership of Scotland’s energy resources could help to support local energy co-operatives and smaller energy companies. Do panel members have a view on the role that a Scottish publicly owned energy company could play in protecting consumers and the climate by providing clean, green and affordable energy? I know that people want to hear about immediate solutions so that we do not have bills of £3,000 a year, but if we think about what an energy system could look like in the medium to longer term, what could the Scottish Government be doing?

Thank you. I am not getting any indication that other panellists want to chip in.

From his responses to your questions, convener, it is clear that Mr Hebblethwaite and P&O Ferries do not respect trade unions. They have just picked a big fight with more than half a million trade union members in Scotland alone, never mind in the rest of the UK.
Mr Hebblethwaite, last week you had a chat with the First Minister, and she might have talked to you about the importance of fair work and the fair work convention in Scotland. There are now calls for a boycott of P&O Ferries and for your company to be effectively blacklisted so that it does not benefit from any public project or public money in future. If you and DP World are not allowed to be part of a freeport in future, will that be a price worth paying for your new way of doing business?

One of the principles of fair work is giving workers an effective voice. You chose to silence your workers and their unions. How is that showing respect?

That is very helpful. Back to you, convener.

Grant, do you want to attempt to answer the question by perhaps bringing in a building standards perspective? After all, planning and building standards are closely linked.

For planning. I think that you said that there is an apprenticeship route for building standards, but I might have picked that up incorrectly.

The CITB has published commentary on the number of new skilled jobs that will be required to achieve the transition to net zero. Does it have a sense of how ready the skills system and industry are to deliver those skilled roles? I am not sure which of the Ians wants to go first.

Could you just answer the question? Are you expecting to receive a bonus in this financial year or the next one?
