Karen Watt, you have said on a number of occasions that the universities would come to a view and make an assessment about their exposure to international students. Do they have a choice? When funding over the 10-year period has been cut or will fall by 37 per cent and when student places in Scottish universities are underfunded by between £4,000 to £7,000, depending on the course, do they really have a choice? Do they not have to do this to survive?

The question is on trade union relationships, to finish off that point. I understand that relationships locally are good. Is that because you do not have the power individually to give the trade unions what they want? If that is the case, why are you not able to do collectively what you are doing locally?

I have remarked on this before: I am astonished that all this is very managerial. The college sector has been cut for years on end, and college places have been reduced significantly for years, but the presentation that you have given this morning is very managerial and almost accepting of the position. I cannot understand why you are not angrier. What are you doing to persuade the Government to change its mind on funding levels?
