Guidance on Legislative Consent

This Guidance explains how the Parliament considers Legislative consent memorandums, and decides whether or not to give its consent to “relevant provision” in UK Parliament Bills – that is, proposals to change the law on devolved matters, or to alter the Parliament’s legislative competence or the executive competence of Scottish Ministers.

The Guidance is intended as a source of reference for MSPs, Parliamentary staff and anyone wishing to understand the legislative consent process.
