UN Production Gap Report 2021

  • Submitted by: Mark Ruskell, Mid Scotland and Fife, Scottish Green Party.
  • Date lodged: Tuesday, 26 October 2021
  • Motion reference: S6M-01733

That the Parliament notes the publication of the UN Production Gap Report 2021; understands that the report finds that world governments plan to produce more than twice the amount of fossil fuels in 2030 than would be consistent with limiting global warming to 1.5ºC; recognises the report's findings, that global fossil fuel production must start declining immediately and steeply to be consistent with limiting long-term warming to 1.5°C; considers that governments have a primary role to play in closing the production gap and ensuring a just transition away from fossil fuels; further considers that wealthier nations must act more rapidly than others to phase out fossil fuels; believes that to keep Scotland in line with the findings of the report, there should be no new oil and gas developments in the North Sea, including the proposed Cambo field, and that North Sea production should be phased out in line with 1.5ºC.
