Young, Caring, and Struggling to Make Ends Meet

That the Parliament welcomes the publication of the report, Young, caring, and struggling to make ends meet, by the UWS-Oxfam Partnership; understands that too many carers in Scotland were in poverty before the COVID-19 pandemic, and that some as young as 12 report being pushed further into poverty by the pandemic, with nearly half of those surveyed using food banks within the last year; acknowledges the deep impact on young carers of household members being made redundant, reducing paid hours to deliver unpaid care, or reductions in income due to furlough; notes some additional measures in place in Scotland to support those providing unpaid care, including young carers, but consider that they are insufficient; believes that all care, whether paid or unpaid for people with support needs or children, is undervalued and that this disproportionately impacts women, who provide most care, and endorses the call by Oxfam Scotland, Scottish Care, One Parent Families Scotland, the Scottish Women’s Budget Group and the seven National Carer Organisations, including Carers Scotland, for a new National Outcome on valuing and investing in all forms of care work, and those who provide it, to be added to the Scottish Government’s National Performance Framework to drive measurable policy and spending action to ensure that no one, and particularly no young person, is left in poverty as a consequence of caring.
