To ask the Scottish Executive what research has been done into the economic benefits of upgrading the A90 north of Balmedie and north of Tipperty to dual carriageway status.
Answer
The Executive is currently funding a Scottish Transport Appraisal Guidance (STAG) multi-modal assessment that will allow the Balmedie-Tipperty trunk road scheme to be considered alongside other potential transport improvements in the area. Economic benefits are fully considered as part of the STAG appraisal.

To ask the Scottish Executive what the timescale is for construction of the deceleration lane at the A90/A975 Cruden Bay junction.
Answer
The scheme for the construction of a deceleration lane at the A90/A975 Cruden Bay junction is programmed to commence in autumn 2003 and will take approximately four weeks to complete.

To ask the Scottish Executive when rail services will operate without any passenger having to stand for more than 10 minutes.
Answer
This is an aspiration for the new Scottish passenger railway franchise, which is due to commence in 2004. The 10-minute standing target is already in operation in the Strathclyde Passenger Transport Executive area.

To ask the Scottish Executive what the total spend of its advertising budget will be in 2002-03.
Answer
The final figure for advertising expenditure for 2002-03 is not yet available because not all invoices have been received. I expect the figure to be close to the estimated £13 million announced in the Scottish Executive press release 208, of February 7, which confirmed both a 25% reduction in expenditure in the fourth quarter of 2002-03, and an expenditure level for 2003-04 set at 25% less than 2002-03.

To ask the Scottish Executive what dependence Macduff harbour and surrounding businesses have on fishing.
Answer
No detailed breakdown on the fishery dependence of Macduff harbour and the surrounding businesses is available. However, the Scottish Economic Report published in 2002 estimates that about 7% of employment in the Banff Travel-to-Work Area, in which Macduff is located, is directly related to fishing activity.

To ask the Scottish Executive what representations it has received from businesses and business organisations regarding the upgrading of the A90 north of Balmedie and north of Tipperty to dual carriageway status.
Answer
The North East Transport Partnerships's transport strategy, the Modern Transport System identified dualling this section of the A90 as one of their top priority trunk road projects, and we have funded a multi-modal Scottish Transport Appraisal Guidance to allow the trunk road scheme to be considered alongside other potential transport improvements in the area. The final report is expected shortly.

Whitefish landings at Macduff harbour may currently take place subject to certain restrictions associated with EU cod recovery provisions and other control measures.

A scheme to remove the bends at Hatton on the A90 is programmed to commence during September 2003 and be completed by autumn 2004.
